CLASSIFICATION OWI CORRESPONDENCE SYMBOL OWI EMPLOYMENT AND TRAINING ADMINISTRATION ADVISORY SYSTEM U.S. DEPARTMENT OF LABOR Washington D.C. 20210 DATE August 11 2010 ADVISORY TRAINING AND EMPLOYMENT GUIDANCE LETTER NO. 6-10 TO ALL SENIOR COMMUNITY SERVICE EMPLOYMENT PROGRAM GRANTEES FROM JANE OATES s Assistant Secretary SUBJECT 2010 Federal Poverty Guidelines 1. Purpose . To issue the revised federal poverty guidelines for the Senior Community Service Employment Program. 2. References . Section 518 a 3 A of the Older Americans Act OAA Amendments of 2006 Public Law 109-365. 3. Background . The Department of Health and Human Services published the updated Federal Guidelines for the remainder of 2010 on August 3 2010. These guidelines provide the basis for determining the income eligibility of SCSEP applicants and enrollees after being multiplied by 125 percent to convert poverty to low-income as defined at Section 518 a 3 A of the 2006 Amendments to the OAA. Recent legislation prohibited publication of 2010 poverty guidelines before May 31 2010 and required that the 2009 poverty guidelines remain in effect until publication of updated guidelines. Legislation to further delay publication of the 2010 guidelines did not pass. The procedure for updating the 2010 guidelines was modified to take into account the Consumer Price Index CPI-U for the period for which their publication was delayed. As a result the poverty guideline figures for the remainder of 2010 show no change from the 2009 poverty guideline figures. RESCISSIONS TEGL 12-08 EXPIRATION DATE Continuing 4. Directive .
