ORRELL s Acting Assistant Secretary SUBJECT Program Year PY 2008 Revised Allotments and Due Date for All SCSEP Grant Applicants 1. Purpose . This Training and Employment Guidance Letter TEGL revises the position allocations and funding amounts for grantees for PY 2008 as contained in TEGL 26-07 attachment H to 1 reserve 5 000 000 for program support activities utilizing the Secretary s discretionary authority under section 506 a 1 of the Older Americans Act OAA Amendments Pub. L. No. 109-365 2 to establish the due date of July 31 2008 for budget modifications required by this TEGL for grantees PY 2008 grants and to extend the due date for any performance improvement plans that may be required to August 15 2008. 2. West 2008 20 CFR Part 641 SCSEP Performance Accountability Interim Final Rule 72 Federal Register 35831 June 29 2007 Training and Employment Guidance Letter TEGL 26-07. 3. Background . To provide sufficient funds for evaluation training and assistance and other activities authorized under Section 502 e for PY 2008 the Department has determined that it must exercise its discretionary authority provided in section 506 a 1 of the OAA and reserve a percentage of PY 2008 appropriated SCSEP funds. While the statute provides authority to reserve up to 1.5 the Department is reserving less than 1 to support activities authorized in section 502 e . As a result of this reservation we must recalculate the funding allocation and authorized position tables previously issued in TEGL 26-07. To exercise this authority the Department hereby rescinds the Attachment H funding allocation and authorized position tables provided in TEGL 26-07 published on April 29 2008 and publishes this new TEGL with a revised Attachment H. On July 1 2008 the grant officer will issue PY 2008 grants based on the allocations in Attachment H as revised. The grant will contain the condition that revised budgets must be submitted to DOL in accordance with the requirements of this TEGL and incorporated into the PY 2008 grant by October 31 2008. 4. PY 2008 Program Allotment Revisions . See Revised Attachment H for funding levels and authorized positions. 5. Action Required . Grantees for PY 2008 SCSEP national and state SCSEP grants must submit a revised budget with budget narrative SF 424a by July 31 2008. Applicants that are required to submit Performance Improvement Plans must submit those documents by August 15 2008. 6. Method of Submission . Applicants must submit electronic copies of their revised budget and budget narrative by July 31 2008 to ETA.SCSEP2008GRANTS DOL.GOV and to their SCSEP Federal Project Officer FPO . Alternatively grantees may submit the revised budget and budget narrative via overnight delivery postmarked by July 31 2008 to Ms. Alexandra Kielty Division of Adult Services U.S. Department of Labor 200 Constitution Avenue N.W. Room S-4209 Washington D.C. 20210 Any required Performance Improvement Plans must be submitted electronically by August 15 2008 to ETA.SCSEP2008GRANTS DOL.GOV and to the grantee s SCSEP FPO. 7. Continued applicability of TEGL 26-07 . Except for revisions indicated in this TEGL for Authorized Positions and Funding due dates for revised budgets and any required performance improvement plans all other provisions of TEGL 26-07 remain in effect as published. 8.
