NO. 26-09 TRAINING AND EMPLOYMENT NOTICE DATE January 27 2010 TO ALL STATE WORKFORCE AGENCIES ALL STATE WORKFORCE LIAISONS NATIONAL FARMWORKER JOBS PROGRAM NFJP GRANTEES FROM JANE OATES s Assistant Secretary SUBJECT Monitor Advocate Training at the 2010 Midwest Association of Farmworker Organizations MAFO Conference 1. Purpose . To inform State Workforce Agencies SWAs liaisons and NFJP grantees of the 2010 MAFO National Farmworker Conference and the Monitor Advocate Training sponsored by the Employment and Training Administration ETA and the National and Regional Monitor Advocates. The 2010 MAFO National Farmworker Conference will be held in San Antonio Texas from March 22 to March 24 2010. 2. Background . 20 CFR 653.108 e requires that Monitor Advocates attend conferences of farm worker organizations in order to initiate and maintain contact with Farmworker-serving organizations to better coordinate Job Service delivery of services to Migrant and Seasonal Farm Workers MSFWs . The MAFO National Farmworker Conference provides Regional and State Monitor Advocates the opportunity to meet with these organizations and to receive training. 3. Monitor Advocate Training . To ensure continued compliance with Job Service regulations the ETA National and Regional Monitor Advocates conduct yearly Monitor Advocate Training for all State Monitor Advocates. The training will take place on March 22 and 23 2010 concurrent with the MAFO National Farmworker Conference. Both events will provide participants with the opportunity to establish ties that will strengthen partnerships and promote the integration of service delivery to MSFWs within the workforce system. The objectives of the training are to 1 provide best practices to Monitor Advocates to improve services and performance 2 better integrate services to MSFWs and agricultural employers in the Workforce System 3 better coordinate the enforcement of farmworker regulations 4 facilitate the exchange of information among farmworker service providers and 5 enhance communication and cooperation between farmworker groups and State and Federal officials. EMPLOYMENT AND TRAINING ADMINISTRATION U.S. DEPARTMENT OF LABOR WASHINGTON D.C. 20210 2 The Monitor Advocate training agenda includes the following workshops 1 best practices for the delivery of services to farmworkers by the SWAs 2 how the revised H2A regulations affect the Agricultural Recruitment System 3 how to coordinate farmworker regulations enforcement with other agencies and 4 training on the Job Service Complaint System. A draft agenda is attached. 4. Arrangements . The Monitor Advocate training sessions will begin at 10 15 a.m. on March 22 2010 and continue until 4 30 p.m. on March 23 2010. The training will be held at the Hyatt Regency San Antonio 123 Lasoya Street San Antonio Texas 78205. The special rate for the Hyatt Regency Hotel during the training conference will be 117.00 per night. For reservations participants should contact the hotel directly by phone at 210 222-1234 or by Fax 210 227-4925. Hotel reservations should be made and confirmed by March 12 2010 to receive the special conference rate. Participants should register for the MAFO Conference no later than March 12 2010 at www.mafofarmworker.com . The special rate for Monitor Advocates for the MAFO conference is 250.00. 5. Action required . State Administrators are requested to strongly encourage State Monitor Advocates and other staff involved with farmworker and one-stop services to attend the MAFO Conference and the Monitor Advocate training. 6.
