Purpose. To provide States and outlying areas with revised WIA Adult and Dislocated Worker PY 2014 program allotments which became available to states in October 2014. The Change 1 to TEGL 18-13 revised the funding available to states on October 2014 to reflect the 0.0554 percent reduction enacted in the short-term Continuing Appropriations Resolution for FY 2015. This change 2 to TEGL 18-13 rescinds the 0.0554 percent reduction and fully restores appropriated original funding. 2. References. Consolidated and Further Continuing Appropriations Act 2015 Pub. Background. TEGL 18-13 issued April 3 2014 announced PY 2014 WIA state allotments. The Change 1 TEGL informed the states of allotment adjustments necessary due to Continuing Appropriations Resolution 2015 H.J. Res 124 enacted September 19 2014 henceforth referred to as the Continuing Resolution . Although neither the WIA Youth Activities funds nor the base or July 2014 portion of funding for Adult and Dislocated Worker activities were impacted the Continuing Resolution did reduce the FY 2015 advance funds available October 2014 for the WIA Adult and Dislocated Worker programs by 0.0554 percent. On December 16 2014 President Obama signed into law the Consolidated and Further Continuing Appropriations Act of 2015 which funds the federal government through September 30 2015. This Act did not contain the 0.0554 percent reduction included in the Continuing Resolution or other rescission. Therefore FY 2015 advance funding for PY 2014 is restored to the original levels contained in TEGL 18-13. This Change 2 TEGL informs the states of the restoration of the original appropriated allotment levels for PY 2014. The restoration of funds was completed in February and revised allotment levels are listed in the attachments to this TEGL for informational purposes. 4. Notice of Obligation NOO . The Department issued NOOs with the new FY 2015 advance amounts for the Adult and Dislocated Worker programs in February 2015. 5. Inquiries.
