Purpose. To issue rescissions for obsolete Older Worker Bulletins OWBs or ones replaced by Training and Employment Guidance Letters TEGLs . 2. References. 2006 Older Americans Act Amendments OAA Pub. Prior to 2004 the Employment and Training Administration issued guidance to SCSEP grantees using OWBs. Many OWBs contain obsolete references to past events or replaced with updated guidance in TEGLs however until now the Department never formally rescinded these OWBs. This TEGL serves as a formal rescission of these OWBs. 2 4. Action Required. Grantees must update their handbooks Websites and other outreach materials to remove references to these OWBs and replace them with references to the appropriate TEGL s where applicable. 5. Effective Date. These rescissions are effective as of October 30 2014. 6. Inquiries. Please direct questions to your regional Federal Project Officer. 7. Attachment.
