Purpose. To revise TEGL 23-16 and provide final PY 2017 funding allocations for the Workforce Innovation and Opportunity Act WIOA Section 166 Indian and Native American INA Program Comprehensive Services CS and Supplemental Youth Services SYS programs. 2. Background. This Change 1 to TEGL 23-16 revises the youth funding allotments in Attachment II of TEGL 23-16 as a result of the Consolidated Appropriations Act 2017 Pub. L. 115-31 which was signed into law on May 5 2017. At the time TEGL 23-16 was issued Congress had not enacted a full-year appropriation for fiscal year FY 2017 for federal employment and training programs. The Consolidated Appropriations Act which was signed into law on May 5 th from this point forward referred to as the Act provides final appropriations for FY 2017. 2 T he Act provides 50 million for the INA CS program but allows the Secretary to set aside up to 0.5 percent of this amount to fund activities related to program integrity. In addition 507 000 will be set-aside to award grants to entities that have experience and expertise in developing and implementing programs for unique populations in Alaska and Hawaii pursuant to WIOA Section 166 k and 334 100 will be set-aside for technical assistance. In order to avoid further decreases in the individual grantee funding amounts for the CS adult program the 0.5 percent set-aside for program integrity activities and the additional 10 000 set- aside for grants awarded under Sec. 166 k will be absorbed by reducing the set-aside for technical assistance. As a result the CS adult grantee allotment amounts provided in TEGL 23-16 Attachment II will not change. The Act provides 866 560 920 after reductions for program integrity activities 1 and evaluations under state youth activities. Since the INA SYS program receives 1.5 percent of the state youth activities amount the funding amount for the SYS program year which begins April 1 2017 is 12 998 414. This is a decrease of 40 721 from the amount provided in TEGL 23-16 but unlike the CS program adjustments cannot be made to the SYS program to absorb this decrease. Therefore the individual grantee funding amounts for the SYS program provided in attachment I of this Change I TEGL are slightly less than the amounts in Attachment II of TEGL 23-16. 4. Action Requested. Grantees that receive SYS youth funds must submit a revised application for the youth program revised SF-424 revised SF-424A and revised Budget Narrative through Grants.gov in order to reflect the reduced amount of youth funding. The due date for the submission of these revised documents will be 45 days from the issue date of this TEGL however grantees should submit the revised documents as soon as possible. The Grant Office will begin awarding INA youth funds as soon as possible regardless of whether the revised documents have been submitted. Attachment I PY 2017 INA Adult and Revised Youth Allocation 1 The Department is still finalizing the plans for program integrity. Any funds that are not used for program integrity will be distributed to grantees by formula.
