Purpose. To invite States to submit ideas for the random assignment evaluation required by the Workforce Investment Act WIA . 2. References. Workforce Investment Act of 1998 Public Law 105-220 172 c . 3. Background Section 172 of the Workforce Investment Act requires the Secretary to provide for the continuing evaluation of the programs and activities carried out under Title I. The section further states that evaluations shall use appropriate methodology and research designs including the use of control groups chosen by random assignment. Further the Secretary is required to conduct at least one multisite control group evaluation by the end of fiscal year 2005. 4. Evaluations Under WIA. The Employment and Training Administration is now in the process of selecting the topic for the required random assignment evaluation. Some topics which have been suggested include An evaluation of training services provided to dislocated workers under WIA. Such an evaluation was scheduled to begin randomly assigning applicants for services under title III of the Job Training Partnership Act in 2001 but was discontinued because of the passage of WIA. An evaluation of the effectiveness of summer youth activities under WIA. -2- An evaluation of the effectiveness of programs designed to teach basic skills and employability skills through work on community rehabilitation projects coupled with alternative high schools compared to other approaches to serving youth. 5. Action Required. Provide your ideas for random assignment evaluations and other comments to the address below by January 31 2001. 6. Inquiries.
