Joe N. Kennedy, a career federal executive, has been named deputy director of the Office of Federal Contract Compliance Programs (OFCCP), Assistant Secretary of Labor for Employment Standards Bernard E. Anderson announced today.

Kennedy will work closely with Deputy Assistant Secretary for OFCCP Shirley Wilcher to ensure that federal contractors and subcontractors comply with laws governing equal employment opportunity and affirmative action programs.

OFCCP enforces Executive Order 11246, as amended, Section 503 of the Rehabilitation Act of l973, the Vietnam Era Veterans Readjustment Assistance Act and other laws which prohibit discrimination in employment based on race, gender, color, religion, national origin, disability or Vietnam era veteran status.

Anderson said, "The Labor Department is very fortunate to have Mr. Kennedy join our team. His 25 years of experience and personal commitment are invaluable assets as the Labor Department continues strong enforcement of nondiscrimination laws which protect our nation's workers."

Kennedy will be involved in OFCCP's day-to-day operations, implementation of policy and initiatives, and long-range planning and development.

From 1992 until joining the Labor Department, Kennedy was director of program development and training with the Office for Civil Rights of the U. S. Department of Health and Human Services (HHS).

From 1981-1992 he served in progressively responsible executive positions with HHS in Kansas City, Chicago, Atlanta and New York.

His first assignment with the Labor Department was from 1978-80 to where he served as deputy regional administrator and director of operations with the Chicago regional office. Kennedy began his federal career in the civil rights and equal employment arena as a supervisory EEO specialist with a Department of Defense supply agency in Chicago from 1970-78.

A native of New Orleans, he graduated from Dillard University. He is married and lives in Glenn Dale, Md.
