To alert states to ¿SUTA Dumping¿ activities in industries that tend to have high turnover of staff and high unemployment insurance (UI) costs, and to recommend possible approaches to curb this activity.

To inform all State Workforce Agencies (SWAs) of (a) the availability of the Immigration and Naturalization Service¿s (INS) automated secondary system to verify immigration status of alien claimants and (b) the discontinuation of two access methods for the alien verification process.

To remind state workforce agencies (SWAs) that the procedures for and the use of the Request for Military Document/Information for Unemployment Compensation Purposes UCX, Form ETA 8-43, have not changed, and to provide an updated list of the addresses of State Adjutants General.

To provide additional guidance on the allowable use of administrative funds made available for administering the TEUC Program and to modify the treatment of TEUC administrative funds in the RJM submission.

To solicit state participation in a study to examine the relationship between administrative funding levels and state agencies¿ operational performance.

To provide State Workforce Agencies (SWAs) instructions for implementing and operating the extension of the TEUC program.

To solicit comments on the proposed definition for the UI Performs core measure, “Facilitate the Reemployment of UI Claimants,” and the approach used for setting the ALP.

To announce Office of Management and Budget (OMB) approval of the extension for the RJM data collection.
