To inform States of the Department of Labor's (Department) interpretation of Federal law concerning the "outsourcing" of unemployment compensation (UC) administrative functions.

To advise state workforce agencies (SWAs) about: 1) access to the Wage Record Interchange System (WRIS) Distributive Data Base Index (DDBI) for unemployment insurance (UI) purposes; 2) distribution of a new Interstate Connection Network (ICON) application developed for this purpose called the State Identification (SID) Inquiry; and 3) changes to the quarterly Interstate Crossmatch/Claimant Locator (ICCL) that takes advantage of the WRIS DDBI.

To inform States of the amendments made by the Consolidated Appropriations Act, 2001 affecting the Federal-State Unemployment Compensation (UC) program.

To remind State agencies that they must make reasonable efforts to obtain information to determine promptly whether individuals are eligible for unemployment compensation (UC).

To inform state workforce agencies (SWAs) that the Office of Management and Budget (OMB) has approved the extension for collection of the ETA-9048, Worker Profiling and Reemployment Services Activity Report and the ETA 9049, Worker Profiling and Reemployment Services Outcomes Report.

To announce the Office of Management and Budget's approval to extend the collection of information for the Income and Eligibility Verification System.

To inform state workforce agencies (SWA) of updated addresses for the Defense Finance and Accounting Service for use in verifying military pensions and annuitant pay information.

To announce Office of Management and Budget (OMB) approval of the extension for the RJM data collection.

a.announce the publication of a final GAO Report entitled UNEMPLOYMENT INSURANCE: Millions in Unemployment Insurance Overpaid to Reservists (Report No. GAO/HEHS-96-101); and

b.recommend that State Employment Security Agencies (SESAs) review and revise, as necessary, their UI program procedures and claims forms to clearly delineate he claimant's responsibility to report Reserve income if the applicable State law so requires.

To transmit a revised directory of individuals to contact for information on unemployment compensation (UC) tax matters. Tax Performance System (TPS) reviewers (formerly Revenue Quality Control - RQC), are also listed.
