To provide for State review and comment on proposed revised Unemployment Insurance (UI) cash management performance measures and reports.

To provide instructions on the handling of requests for wage and separation information for Quality Control (QC) cases when the information must be obtained from an employer's agent.

To establish policy regarding State clock run QC programs and the time periods during which the National Office will have access to the State Employment Security Agency UI QC PRO-380 computer to perform the automated pick up of data.

To transmit the first annual Experience Raging Index (ERI) for States for rate year 1988.

To advise the State agencies of the U.S. Supreme Court's decision in Frazee v. Illinois Department of Employment Security, decided on March 29, 1989.

To Advise State agencies of the Department of Labor's interpretation of those provisions of Federal law relating to permissible deductions from payments of unemployment compensation to individuals and to correct an error in UIPL 15-82 concerning the deduction of spousal support from payments of unemployment compensation.

a) To clarify and emphasize to State Employment Security Agencies (SESAs) their responsibilities for complying with EO data collection and maintenance requirements for the UI program; and b) to announce the procedures of the Department of Labor (DOL) , Directorate of Civil Rights (DCR), for monitoring EO data, e.g., race, ethnicity, age, sex, and handicap status, pertinent to all claims activities for UI claimants for the purpose of compliance review monitoring and/or complaint investigations.

To provide State agencies with corrected draft language to implement Section 3304(a)(14)(A) of the Federal Unemployment Tax Act (FUTA).

1. To inform SESAs of the future installation of computer equipment in each SESA to support several projects within the UI program, and
   
   
2. to inform States of the Department of Labor (DOL) administrative requirements for such equipment.

To advise State agencies of the applicability of provisions of The Computer Matching and Privacy Protection Act of 1988, P.L. 100-503, to State agency operations, and to provide State agencies with the office of Management and Budget's guidance interpreting the provisions of the Act.
