To initiate the process, provide supplemental instructions, and define additional requirements for the FY 2014 SQSP.

To respond to questions about the permanent federal-state extended benefits (EB) program, including temporary changes made by Public Law 111-5.

a. To provide preliminary FY 2014 dollar and staff year base resource planning targets for UI operations to be used in planning and developing State Quality Service Plans (SQSP);
b. To provide general guidelines for FY 2014 resource planning; and
c. To explain how base resources were allocated among states.

To notify State Workforce Agencies of the availability of Fiscal Year (FY) 2013 funds for activities that support the prevention and detection of UI improper benefit payments, improve state performance, and address outdated Information Technology (IT) system infrastructures necessary to improve UI program integrity.

To provide State Workforce Agencies (SWAs) guidelines and key dates for the completion of IPIA 2013 UI BAM paid and denied claims sample cases and the publication of IPIA 2013 BAM data, and to amend the BAM case completion requirements in the BAM State Operations Handbook (ET Handbook No. 395, 5th Edition).

To provide the following information for FY 2009 UI State Administration base resource allocations, general guidelines for resource planning, above-base funding, and SBRs.

To inform states of the extension of approval from the Office of Management and Budget (OMB) for the use of the Form MA 8-7, Transmittal for Unemployment Insurance Materials, and to remind states to use it to transmit unemployment insurance materials.

To update ET Handbook No. 395, 5th Edition, to include BAM standards for exhaustive attempts to obtain claimant information and to establish guidelines for coding errors when claimants fail to respond.

To initiate and issue supplemental instructions for the preparation of the FY 2010 SQSP.

To notify State Workforce Agencies (SWAs) of the availability of funds through the Supplemental Budget Request (SBR) process for costs related to the implementation of sequestration requirements impacting the EUC program in FY 2014.
