This guidance provides SCSEP grant applicants with application instructions, procedures, and allotments for Program Year (PY) 2011 funds, with a period of performance beginning July 1, 2011.

To provide states with WIA Title I Adult, Dislocated Worker and Youth Activities program allotments for PY 2011; final allotments for PY 2011 Wagner-Peyser Employment Service (ES) Program, as required by section 6(b)(5) of the Wagner-Peyser Act, as amended; and the Workforce Information Grants to States allotments for PY 2011.

To provide INA grantees with Comprehensive Services Program (CSP) and Supplemental Youth Services Program (SYSP) funding allotments for PY 2020 for the Workforce Innovation and Opportunity Act (WIOA), Section 166 programs, and to notify grantees of the required submission of Standard Form (SF) 424 - Application for Federal Assistance, SF 424A - Budget Information (Non-Construction Programs), and Budget Narrative.

To inform and remind the workforce investment system of the performance reporting requirements and associated timelines for submitting quarterly and annual reports and data validation results for the Workforce Investment Act (WIA) title IB programs and National Emergency Grants (NEG); Wagner-Peyser Act Employment Service; activities authorized under chapter 41 of title 38 United States Code (Local Veterans’ Employment Representative and Disabled Veterans’ Outreach Programs); the Trade Adjustment Assistance (TAA) program; the Indian and Native American Program (INAP); and the National Farmworker Jobs Program (NFJP). This guidance also specifies that the 2011 American Recovery and Reinvestment Act (ARRA) supplemental reports requirements will be the final ARRA reports.

This Training and Employment Guidance Letter (TEGL) provides SCSEP state, and territory grantees with PY 2020 SCSEP allotments and the application instructions for PY 2020 grant submissions.

This guidance provides information to grant recipients of the U.S. Department of Labor workforce programs, including states, and provides guidelines for grant recipients to use in developing procedures for ensuring the data submitted for performance reporting are valid and reliable.

This guidance letter updates the procedures states should follow to apply for WIA section 503 Incentive Grants.

To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (also jointly referred to as "states") by: 1) identifying the FY 2020 Second Distribution of TaOA funding amounts to states; 2) describing the formula methodology used by the Department of Labor (Department) to calculate these amounts; and 3) providing the process for states to request TAA Program reserve funds for TaOA. TaOA includes training, job search allowances, relocation allowances, employment and case management services, and related state administration.

To provide Employment and Training Administration (ETA) grantees definitions of disbursements, expenditures, and obligations as they relate to the Federal reporting requirements specified in ETA grant agreements, the Uniform Administrative Requirements, and Government Accounting Standards to ensure consistent application of definitions in preparation of ETA’s financial reports.

To inform states of the guidelines for negotiating Workforce Investment Act (WIA) Title 1B performance and customer satisfaction goals and performance levels for the Wagner-Peyser Act funded activities for PY 2011. These performance goals, once they are agreed upon between the state and the Employment and Training Administration (ETA), will be incorporated into the state’s Strategic Plan for the WIA and Wagner-Peyser Act.
