To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") in administering the TAA program by identifying the FY 2015 Initial Allocation amounts to states and describing the formula methodology the Department of Labor (Department or We) used to calculate these amounts; and to describe the process for states to request TAA program reserve funds for training, employment and case management services, job search allowances, relocation allowances, and related state administration.

To inform and remind the workforce investment system of the performance reporting requirements and associated timelines for submitting quarterly and annual reports and data validation results for the Workforce Investment Act (WIA) title IB programs and National Emergency Grants (NEG); Wagner-Peyser Act Employment Service; activities authorized under chapter 41 of title 38 United States Code (Local Veterans’ Employment Representative and Disabled Veterans’ Outreach Programs); the Trade Adjustment Assistance (TAA) program; the Indian and Native American Program (INAP); and the National Farmworker Jobs Program (NFJP). Furthermore, this guidance announces a modification to the Source Documentation Requirements for Program Year (PY) 2009 WIA Data Element Validation.

To provide the State Workforce Agencies (SWAs) with final funding allotments for the administration of the WOTC program through September 30, 2015, and reporting instructions during the current authorization lapse.

To provide guidance and planning information to states, local workforce areas, and other recipients of Workforce Investment Act (WIA) Title I youth formula funds on the activities associated with the implementation of WIOA.

To assist the State Workforce Agencies designated by the Governors as “cooperating state agencies” (CSAs) for administration of the Trade Adjustment Assistance (TAA) program in implementing the funding and merit staffing of state administration provisions of the new regulations at 20 CFR Part 618, published on April 2, 2010 (75 Fed. Reg. 16988 - 17002).

This Training and Employment Guidance Letter (TEGL) aligns and streamlines performance indicators and requirements across 15 DOL Employment and Training Administration (ETA) programs to the Workforce Innovation and Opportunity Act (WIOA) performance indicators, while also rescinding and eliminating outdated performance guidance for these programs in addition to clarifying existing ETA performance accountability policies that changed due to WIOA.

To announce the availability of up to $5 million for Fidelity Bonding Demonstration Grants for Program Year 2018. These grants will enable states to expand their use of fidelity bonds to help persons with criminal records, including ex-offenders recovering from opioid and other drug addictions, obtain employment.
