Rescission of Fiscal Year 1999 Welfare-to-Work (WtW) State Formula Program

Purpose

To provide states and grantees of the Employment and Training Administration (ETA) policy and procedures relating to program termination, transition of participants and closeout pursuant to the rescission of the Welfare-to-Work (WtW) State formula program funded in Fiscal Year 1999 under Section 403(a)(5)(H)(i)(II) of the Social Security Act. A list of the applicable grants (30) and their expiration dates prior to the rescission is provided in Attachment B.

Change 1 to Training and Employment Guidance Letter (TEGL) 16-16 One-Stop Operations Guidance for the American Job Center Network

Purpose

To correct and change the word "infrastructure" to "additional" in the last full sentence of the third bullet on page 37 of Attachment II. The statement should read, "MOUs can also consider how SCSEP will consider SCSEP participants' community service hours as an in-kind contribution for purposes of SCSEP's contribution towards additional costs;" not infrastructure costs. Everything else remains the same. TEGL 17-16 provides additional clarification on infrastructure funding and additional costs that are shared by one-stop partners in the one-stop local delivery system.

Revised Fiscal Year (FY) 2017 Advance Funding Levels Available October 2016 for Workforce Innovation and Opportunity Act (WIOA) Programs

Purpose

This guidance provides states with revised allotment levels for WIOA Adult and Dislocated Worker FY 2017 funds, which became available to states in October 2016. Change 1 to Training and Employment Guidance Letter (TEGL) No. 17-15 indicated a 0.496 percent reduction to funding available to states on October 2016. Change 2 amended the reduction amount to 0.1901 percent. Change 3 fully restores funding to the originally appropriated levels.

Background. Change 2 to TEGL 12-97 transmitted performance standards worksheets used to apply the optional Department of Labor adjustment methodology to derive SDA-specific performance standards. Change 3 to this TEGL was issued to provide corrected worksheets after errors were discovered in two of the adjustment factors. Change 4 provides updated economic data for Service Delivery Areas (SDAs) in accordance with current configurations. SDA configurations changed in some States to the extent that prior year's SDA groupings are no longer accurate. The number of economic adjustment factors considered in the model has dropped from seven to six, as reflected in the updated economic data. The population density variable was dropped from the model in accordance with requests from users. Economic data provided here are consistent with the current performance standards worksheets. Action Required. State liaisons are requested to distribute this Change 4 to appropriate officials within the State who need such information, especially those States which have changed SDA configurations for PY 1998.
