To announce the availability of two ETA Occasional Papers:

• ETA Occasional Paper 2007 – 08 titled Literature Review: Business/Faith-Based and Community Organization (FBCO) Partnerships; and
• ETA Occasional Paper 2007 – 09 titled Action Steps for Businesses: A Guide to Developing Partnerships with Faith-Based and Community Organizations (FBCOs).

To announce the postponement of the Technology-Based Learning (TBL) Regional Forum, scheduled for September 12, 2007 at the San Francisco Federal Building Auditorium, 90 Seventh Street, San Francisco, California.

To inform states and local areas that OFCCP has published new regulations (41 CFR 60-300) to implement the amendments to the affirmative action provisions of the Vietnam Era Veterans’ Readjustment Assistance Act of 1974 (VEVRAA) required by the Jobs for Veterans Act (JVA) enacted in 2002. These regulations are effective September 7, 2007.

To announce the release and availability of the ETA Occasional Paper 2007-14: The Employer as the Client: State-Financed Customized Training.

To announce a new approach for funding and expanding WRIS.

To inform the Workforce Investment System and its service providers of roles and responsibilities involved in responding to the statutorily mandated federalization of airport security. The federal government anticipates that the number of layoffs of current screeners is likely to be substantial, especially in larger airports. The President has requested that the Department of Labor ensure, through the state and local workforce system, the provision of quick, user-friendly, valuable and compassionate help to those current screeners who will lose their jobs through this process. Because the airport security function at all airports must be federalized by November 19, 2002, timely provision of meaningful services will be very important.

In addition, the Workforce Investment System is ideally positioned to assist the Transportation Security Administration (TSA) in its efforts to recruit thousands of new security screeners. To date, several of the One-Stop systems in large cities have been responsible for managing TSA job fairs with great success. The Department of Labor is pursuing a more formal partnership role with TSA to assist in recruitment efforts. More information in this regard will be forwarded in the near future.

To announce the implementation of a new Office of Management and Budget (OMB) approved quarterly financial reporting form, U.S. DOL ETA FINANCIAL REPORT (ETA-9130). This form will be required for use by all ETA grantees starting with the quarter ending September 30, 2007.

To announce a planned BTQ Nonmonetary Determination Evaluation Training Seminar to be held December 3 – 7, 2007, in Atlanta, Georgia. We expect to offer three additional BTQ seminars during FY 2008. Dates and locations will be announced later.

To invite state staff participation in two RJM training webinar sessions scheduled to be held November 14 – 15, 2007, and December 5-6, 2007.
