Workforce Innovation and Opportunity Act (WIOA) Adult, Dislocated Worker and Youth Activities Program Allotments for Program Year (PY) 2015; Final PY 2015 Allotments for the Wagner-Peyser Act Employment Service (ES) Program Allotments; and Workforce Information Grants to States Allotments for PY 2015.

Purpose

To rescind TEGL 29-14 and replace it with TEGL 29-14, Change 1. Change 1 corrects the due date for each of the SF-424 from April 18 to May 12, 2015 for the WIOA funding streams for the Youth, Adult, and Dislocated Worker programs listed in section 9, Submission. The remainder of the TEGL remains unchanged.

The purpose of this Training and Employment Guidance letter (TEGL) is to allot PY 2014 Dislocated Worker National Reserve funds to states, Outlying Areas, and WIA Section 166 Indian and Native American grantees specifically for WIOA implementation activities including training of front-line staff, convening boards and supporting planning, transitioning to serving out-of-school youth, and assessing and improving state information technology (IT) systems.

To announce the availability of up to $20 million in National Dislocated Worker Grants (DWGs) from funds available in Program Years 15, 16, and 17, as part of the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative. POWER DWG awards will range from $500,000 to $2 million and will support the planning and implementation of workforce strategies for regions and communities that are negatively impacted by changes in the coal economy.
