To ensure State Workforce Agencies (SWA) are aware of the Federal military retired pay annual COLA provided by the Department of Defense.

To notify State Workforce Agencies of the availability of Fiscal Year (FY) 2014 funds for activities that support the prevention and detection of UI improper benefit payments, improve state performance, and address outdated Information Technology (IT) system infrastructures.

To advise states of the extension of Emergency Unemployment Compensation, 2008 (EUC08) and the Federal Additional Compensation (FAC) programs, and the extension of the temporary provisions for the Federal-State Extended Benefits (EB) program, and to make a correction to UIPL No.12-09, Change 1.

To provide guidelines for the FY 2019 UI RESEA grants and to invite State Workforce Agencies to submit applications for funding.

To advise State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") of the Windsor decision for the Trade Adjustment Assistance (TAA) program and the need for CSAs to revise their policies to conform to the change in federal policy on same-sex marriages as those changes affect the TAA program.

To advise states of findings resulting from an Office of Inspector General (OIG) audit of the Federal Additional Compensation (FAC) program and to remind states of FAC program instructions including: 1) establishing, recovering, and reporting any FAC overpayments, and 2) withholding income taxes from FAC upon a claimant’s election to have such taxes withheld.

Notification of the availability of a new state UI program forecasting model (UNIS-X) and the cessation of support for the existing Benefit Financing Forecasting Model (BFM).

To advise states of the effect of the U. S. Supreme Court's decision in United States v. Windsor on the unemployment compensation (UC) program.

To invite the submission of proposals and funding requests from State Workforce Agencies to implement new UI REA initiatives or continue an ongoing REA initiative at the current or an expanded level; to provide guidelines for developing the proposals, and to provide criteria governing the use of these funds.

To notify the workforce system of recent State Occupational Licensing Review and Reform grant awards and related resources, including the National Conference of State Legislatures' (NCSL) licensing resources and database available at http://www.ncsl.org/stateslicense.
