VETS LOGO

State Workforce Agencies (SWAs) nationwide operate American Job Centers (AJCs) that provide employment and workforce information services in local communities. The Veterans' Employment and Training Service (VETS) provides funding to SWAs through Jobs for Veterans State Grants (JVSG). Through these grants, states fund three positions in AJCs: Disabled Veterans' Outreach Program (DVOP) specialists, Local Veterans' Employment Representatives (LVER) staff, and consolidated DVOP/LVER staff positions. DVOP specialists provide individualized career services to veterans and eligible spouses, designed to facilitate participants' transition into meaningful civilian employment. LVER staff performs outreach to local businesses and employers to advocate for the hiring of veterans. With VETS approval, a full-time employee may perform both DVOP specialist and LVER staff duties in a consolidated position.

VETS tracks three participant outcome measures for the JVSG program.

  • Employment Rate - 2nd Quarter After Exit - the percentage of participants who are in unsubsidized employment during the second quarter after exit from the program.
  • Employment Rate - 4th Quarter After Exit - the percentage of participants who are in unsubsidized employment during the fourth quarter after exit from the program.
  • Median Earnings - 2nd Quarter After Exit - the median earnings of participants who are in unsubsidized employment during the second quarter after exit from the program.

VETS is currently gathering the required data for the statistical adjustment model in order to align JVSG performance goal negotiations with those outlined in the Workforce Innovation and Opportunity Act (WIOA). In the interim, a goal-setting process has been established to collect data until targets can be negotiated. In Program Year (PY) 2020, states set JVSG performance goals for two-year periods instead of each program year.

The table below shows each state's two-year goals for PY 2020 - PY 2021 (July 1, 2020 – June 30, 2022) and single-year outcomes for PY 2020 (July 1, 2020 – June 30, 2021) for each of the three WIOA outcome measures. The PY 2020 outcomes serve as a progress milestone and should not be interpreted as pass/fail indicators.
