State Workforce Agencies (SWAs) nationwide operate American Job Centers (AJCs) that provide employment and workforce information services in local communities. The Veterans’ Employment and Training Services (VETS) provides funding to SWAs through Jobs for Veterans State Grants (JVSG). Through these grants, states fund three positions in AJCs: Disabled Veterans’ Outreach Program (DVOP) specialists, Local Veterans’ Employment Representatives (LVER) staff, and consolidated DVOP/LVER staff positions. DVOP specialists provide intensive services to veterans and eligible spouses, designed to facilitate participants’ transition into meaningful civilian employment. LVER staff performs outreach to local businesses and employers to advocate for the hiring of veterans. With VETS approval, a full-time employee may perform both DVOP specialist and LVER staff duties in a consolidated position.

In Program Year (PY) 2018, DOL VETS implemented the performance indicators for direct services provided by JVSG staff to eligible veterans.

VETS tracks three participant outcome measures for the JVSG program.

  • Employment Rate (ER) – 2nd Quarter After Exit - the percentage of participants who are in unsubsidized employment during the second quarter after exit from the program.
  • Employment Rate (ER) - 4th Quarter After Exit - the percentage of participants who are in unsubsidized employment during the fourth quarter after exit from the program.
  • Median Earnings (ME) - 2nd Quarter After Exit - the median earnings of participants who are in unsubsidized employment during the second quarter after exit from the program.

The table below shows the state-by-state goals and outcomes for each of these measures for PY 2018 (July 1, 2018 – June 30, 2019). VETS is currently gathering the required data for the statistical adjustment model in order to align JVSG performance goal negotiations with those outlined in WIOA. Therefore, a goal-setting process has been established to collect data until targets can be negotiated.
