President Joseph R. Biden, Jr. signed Executive Order 14055 on November 18, 2021. It requires federal contractors and subcontractors on a covered successor contract to offer jobs to qualified employees employed under the predecessor contract. Among many benefits, the Executive Order promotes retention of skilled workers, preventing disruptions in federal services.
On July 14, 2022, the Department of Labor (Department) announced publication of its proposed rule to implement Executive Order 14055, “Nondisplacement of Qualified Workers Under Service Contracts.” The comment period closed on August 15, 2022.
