DINAP utilizes Census Bureau data to implement the funding formula outlined in the Workforce Investment and Opportunity Act (WIOA) Final Rule Part 684. Part 684 directs the Indian and Native American (INA) programs to use unemployment and poverty data for American Indian/Alaska Native, and Native Hawaiian in the respective service regions/counties.
WIOA Final Rule: §684.270 (b) – Each INA program grantee will receive the sum of funds calculated using the following formula:
- One-quarter of the funds available will be allocated on the basis of the number of unemployed American Indian, Alaska Native, and Native Hawaiian individuals in the grantee’s geographic service area(s) compared to all such unemployed persons in the United Statas;
- Three-quarters of the funds available will be allocated on the basis of the number of American Indian, Alaska Native, and Native Hawaiian individuals in poverty in the grantee’s geographic service area(s) as compared to all such persons in poverty in the United States.
