To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (also jointly referred to as "states") by: 1) identifying the FY 2021 Second Distribution of TaOA funding amounts to states; 2) describing the formula methodology used by the Department of Labor (Department) to calculate these amounts; and 3) providing the process for states to request TAA Program reserve funds for TaOA. TaOA includes training, job search allowances, relocation allowances, employment and case management services, and related state administration.

To provide information about Reversion 2021, a modified version of the Trade Adjustment Assistance (TAA) program created by the reversion provisions at Section 406 of the Trade Adjustment Assistance Reauthorization Act of 2015 (TAARA 2015). Reversion 2021 becomes effective at midnight on July 1, 2021, and applies to petitions filed with the Department of Labor (Department) for Trade Adjustment Assistance on and after July 1, 2021.

Employment and Training Administration (ETA) refers to this version of the TAA Program, described in these operating instructions set out in Attachment A, as "Reversion 2021."

To ensure State Workforce Agencies (SWA) are aware that employers seeking to hire foreign workers for temporary employment under a supplemental H-2B visa cap in FY 2021 must contact a comprehensive American Job Center (AJC) for assistance in recruiting U.S. workers for their job opportunities.

To provide INA grantees with Comprehensive Services Program (CSP) and Supplemental Youth Services Program (SYSP) funding allotments for PY 2021 for the Workforce Innovation and Opportunity Act (WIOA) Section 166 programs, and to notify grantees of the required submission of Standard Form (SF) 424 - Application for Federal Assistance, SF 424A - Budget Information (Non-Construction Programs), and Budget Narrative.

To provide guidance to State Workforce Agencies (SWAs) regarding FY 2021 annual grant allocations for foreign labor certification activities.
