Deputy Assistant Secretary - Ryan Gilligan

Ryan C. Gilligan is the career Deputy Assistant Secretary for the U.S. Department of Labor's Employment and Training Administration (ETA). He previously served as the Administrator for the Office of Management and Administrative Services (OMAS) from September 2019 to July 2025. Prior to joining ETA, Ryan served as an administrative appeals judge and Vice Chair of DOL's Benefits Review Board (BRB) to which he was appointed in May 2015. Prior to his appointment, Ryan operated his own law firm in Abingdon, Virginia, which focused on litigation consulting. He spent the early part of his career litigating federal black lung claims in a nationwide practice. Additionally, Ryan was a consultant and lecturer on appellate litigation and the utilization of technology in the practice of law. He earned a BA from Virginia Tech in Economics and History and a JD from the Appalachian School of Law.
