In 2021, to help mitigate the effects of the COVID-19 pandemic, the U.S. Department of Labor launched its Tiger Team initiative. The goals of this initiative are to help state UI agencies do the following: 

  • Promote equitable access to unemployment compensation (UC) programs 
  • Prevent and detect fraud and recover fraudulently paid funds 
  • Ensure the timely payment of benefits and reduce workload backlogs 

Research has revealed that many states have similar challenges when it comes to promoting equitable access to their UC programs. In response, the Department of Labor developed an Unemployment Insurance Equitable Access Toolkit to present common recommendations, leading practices, and insights. The purpose of the toolkit is to present these shared findings to state UI agencies in a visual and accessible format and to guide them in taking actions to improve equitable access.
