Amended Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (“Act”), 19 U.S.C. § 2273, the Department of Labor
issued a Certification of Eligibility to Apply for Worker
Adjustment Assistance on August 8, 2017, applicable to workers
of The Boeing Company, Boeing Commercial Aircraft (BCA),
including on-site leased workers from American Cybersystems
Inc., Apollo Professional Solutions Inc., Aquent LLC, Artech
Information Systems LLC, Ateeca Inc., Chipton Ross Inc., Chipton
Ross Inc. (Nevada), Collabera Inc., CTS International Inc.,
Iconma LLC, Moseley Technical Services Inc., PDS Technical
Services, Searchpros Solutions, Strom Aviation Inc., Triad
Systems International, US Tech Solutions Inc., Verify Inc., Volt
Services Inc. and Yoh Services LLC, working in multiple cities
throughout Washington State (TA-W-92,903) and The Boeing
Company, Boeing Commercial Aircraft (BCA), including on-site
leased workers from Apollo Professional Solutions Inc., Aquent
LLC, Ateeca Inc., Chipton Ross Inc., Chipton Ross Inc.
(Nevada), PDS Technical Services, Searchpros Solutions and
Triad Systems International, Portland, Oregon (TA-W-92,903A).
The workers were engaged in commercial aircraft (specifically
737, 747, 767, 777, and 787 airplanes), including manufacturing,
quality control, component part manufacturing, installation,
assembly, finishing, and related support services.
At the request of a state workforce representative, the
Department reviewed the certification for workers eligible to
apply for Trade Adjustment Assistance under TA-W-92,903.
New information shows that workers leased from Altair were
employed on-site at The Boeing Company, Boeing Commercial
Aircraft (BCA), working in multiple cities throughout Washington
State (TA-W-92,903). The Department has determined that these
workers were sufficiently under the control of the subject firm
to be considered leased workers.
Based on these findings, the Department is amending the
certification of TA-W-92,903 to include workers leased from
Altair working on-site at The Boeing Company, Boeing Commercial
Aircraft (BCA), working in multiple cities throughout Washington
State (TA-W-92,903). The amended notice applicable to TA-W-
92,903 is hereby issued as follows:
"All workers of The Boeing Company, Boeing Commercial
Aircraft (BCA), including on-site leased workers from
American Cybersystems Inc., Apollo Professional
Solutions Inc., Aquent LLC, Artech Information Systems
LLC, Ateeca Inc., Chipton Ross Inc., Chipton Ross Inc.
(Nevada), Collabera Inc., CTS International Inc.,
Iconma LLC, Moseley Technical Services Inc., PDS
Technical Services, Searchpros Solutions, Strom
Aviation Inc., Triad Systems International, US Tech
Solutions Inc., Verify Inc., Volt Services Inc., Yoh
Services LLC, and Altair, working in multiple cities
throughout Washington State (TA-W-92,903), who became
totally or partially separated from employment on or
after August 7, 2017, through August 8, 2019, and all
workers in the group threatened with total or partial
separation from employment on the date of
certification through two years from the date of
certification, are eligible to apply for adjustment
assistance under Chapter 2 of Title II of the Trade
Act of 1974, as amended.”

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended ("Act"), 19 U.S.C. § 2273, the Department of Labor
herein presents the results of an investigation regarding
certification of eligibility to apply for worker adjustment
assistance.
The group eligibility requirements for workers of a firm
under Section 222(a) of the Act, 19 U.S.C. § 2272(a), are
satisfied if the following criteria are met:
(1) a significant number or proportion of the
workers in such workers' firm have become totally or
partially separated, or are threatened to become
totally or partially separated;
(2)(B)(i)(I) there has been a shift by the workers'
firm to a foreign country in the production of
articles or supply of services like or directly
competitive with those produced/supplied by the
workers' firm; OR
(II) there has been an acquisition from a
foreign country by the workers' firm of
articles/services that are like or directly
competitive with those produced/supplied by
the workers' firm; AND
(ii) the shift/acquisition must have contributed
importantly to the workers' separation or
threat of separation.

The investigation was initiated in response to a petition
filed on May 22, 2017 by the representatives of International
Association of Machinists & Aerospace Workers (IAMAW),
District Lodge 751 and District Lodge W24, on behalf of workers
of The Boeing Company, Boeing Commercial Aircraft (BCA),
including on-site leased workers from American Cybersystems
Inc., Apollo Professional Solutions Inc., Aquent LLC, Artech
Information Systems LLC, Ateeca Inc., Chipton Ross Inc., Chipton
Ross Inc. (Nevada), Collabera Inc., CTS International Inc.,
Iconma LLC, Moseley Technical Services Inc., PDS Technical
Services, Searchpros Solutions, Strom Aviation Inc., Triad
Systems International, US Tech Solutions Inc., Verify Inc., Volt
Services Inc. and Yoh Services LLC, working in multiple cities
throughout Washington State (TA-W-92,903), and The Boeing
Company, Boeing Commercial Aircraft (BCA), including on-site
leased workers from Apollo Professional Solutions Inc., Aquent
LLC, Ateeca Inc., Chipton Ross Inc., Chipton Ross Inc.
(Nevada), PDS Technical Services, Searchpros Solutions and
Triad Systems International, Portland, Oregon (TA-W-
92,903A)(hereafter referred to collectively as "BCA-
Washington/Oregon"). Workers of BCA-Washington/Oregon are
engaged in activities related to the production of commercial
aircraft (specifically 737, 747, 767, 777, and 787
airplanes), including manufacturing, quality control,
component part manufacturing, installation, assembly,
finishing, and related support services. Workers of BCA-
Washington/Oregon are organized by aircraft line but not
separately identifiable by the article produced.
Workers of The Boeing Company, Boeing Commercial Aircraft
(BCA), working in multiple cities throughout Washington State
(TA-W-92,903) are eligible to apply for Trade Adjustment
Assistance (TAA) under TA-W-86,001 and TA-w-86,001A.
During the course of the investigation, information was
collected from the workers' firm, the petitioners, and public
sources.
Section 222(a)(1) has been met because a significant
number or proportion of the workers in BCA-Washington/Oregon
have become totally or partially separated, or are threatened to
become totally or partially separated.
Section 222(a)(2)(B) has been met because the workers'
firm has shifted to a foreign country a portion of the
production of a(n) article like or directly competitive with the
commercial aircraft produced by the subject workers which
contributed importantly to worker group separations at BCA-
Washington/Oregon.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of The Boeing Company,
Boeing Commercial Aircraft (BCA), working in multiple cities
throughout Washington State (TA-W-92,903), and The Boeing
Company, Boeing Commercial Aircraft (BCA), Portland, Oregon
(TA-W-92,903A), who are engaged in activities related to the
production of commercial aircraft, meet the worker group
certification criteria under Section 222(a) of the Act, 19
U.S.C. § 2272(a). In accordance with Section 223 of the Act, 19
U.S.C. § 2273, I make the following certification:
"All workers of The Boeing Company, Boeing Commercial
Aircraft (BCA), including on-site leased workers from
American Cybersystems Inc., Apollo Professional Solutions
Inc., Aquent LLC, Artech Information Systems LLC, Ateeca
Inc., Chipton Ross Inc., Chipton Ross Inc. (Nevada),
Collabera Inc., CTS International Inc., Iconma LLC, Moseley
Technical Services Inc., PDS Technical Services, Searchpros
Solutions, Strom Aviation Inc., Triad Systems
International, US Tech Solutions Inc., Verify Inc., Volt
Services Inc. and Yoh Services LLC, working in multiple
cities throughout Washington State (TA-W-92,903), who
became totally or partially separated from employment on or
after August 7, 2017 through two years from the date of
certification, and The Boeing Company, Boeing Commercial
Aircraft (BCA), including on-site leased workers from
Apollo Professional Solutions Inc., Aquent LLC, Ateeca
Inc., Chipton Ross Inc., Chipton Ross Inc. (Nevada), PDS
Technical Services, Searchpros Solutions and Triad
Systems International, Portland, Oregon (TA-W-92,903A),
who became totally or partially separated from employment
on or after May 19, 2016 through two years from the date
of certification, and all workers in the group threatened
with total or partial separation from employment on the
date of certification through two years from the date of
certification, are eligible to apply for adjustment
assistance under Chapter 2 of Title II of the Trade Act of
1974, as amended."
