Amended Certification Regarding Eligibility to

In accordance with Section 223 of the Trade Act of 1974, as
amended (“Act”), 19 U.S.C. § 2273, the Department of Labor issued
a Certification of Eligibility to Apply for Worker Adjustment
Assistance on December 15, 2016, applicable to workers of HP,
Inc., Imaging, Printing & Solutions Business Group, 11311 Chinden
Boulevard, including workers whose unemployment insurance (UI)
wages are reported under a different FEIN, Boise, Idaho (“subject
firm”). The Department of Labor issued an amended Certification of
Eligibility to Apply for Worker Adjustment Assistance on July 31,
2017, applicable to workers of HP, Inc., Imaging, Printing &
Solutions Business Group, 11311 Chinden Boulevard, including on-
site leased workers from Modi E&T, LLC, a subsidiary of Adecco,
Group, Boise, Idaho. The workers are engaged in the supply of
imaging, printing & solutions; product & software development
services.
At the request of three workers, the Department reviewed
the certification for workers of the subject firm.
New information from the company revealed that workers leased
from Experis-NA, Inc. were on-site at HP, Inc., Imaging, Printing
& Solutions Business Group, 11311 Chinden Boulevard, Boise, Idaho.
The intent of the Department’s certification is to include
all workers of the subject firm who were adversely affected by a
shift in imaging, printing & solutions; product & software
development services to a foreign country.
The amended notice applicable to TA-W-92,293D is hereby
issued as follows:


“All workers of HP, Inc., Imaging, Printing & Solutions
Business Group, 11311 Chinden Boulevard, including on-site
leased workers from Modi E&T, LLC, a subsidiary of Adecco
Group and Experis-NA, Inc., a subsidiary of Manpowergroup,
Inc., Outsourced Managed Solutions, HP Research and
Development Division, Boise, Idaho, who became totally or
partially separated from employment on or after October 4,
2015, through December 15, 2018, and all workers in the group
with total or partial separation from employment on the date
of certification through two years from the date of
certification, are eligible to apply for adjustment
assistance under Chapter 2 of Title II of the Trade Act of
1974, as amended.”

In accordance with Section 223 of the Trade Act of 1974, as
amended (“Act”), 19 U.S.C. § 2273, the Department of Labor issued a
Certification of Eligibility to Apply for Worker Adjustment
Assistance on December 15, 2016 applicable to workers of HP, Inc.,
Imaging, Printing & Solutions Business Group, 1115 SE 164th Avenue,
Columbia Center, Suite 210, Vancouver, Washington (“subject firm”),
including remote workers. The workers are engaged in activities
related to the supply of imagining, printing & solutions; product &
software development services. The determination was published in
the Federal Register on January 4, 2017 (82 FR 877).
At the request of the State of Washington, the Department
reviewed the certification for workers of the subject firm. The
Company reports that workers leased from MarketSource, Inc., Retail
Claims Support Center were employed on-site at HP, Inc., Imaging,
Printing & Solutions Business Group, 1115 SE 164th Avenue, Columbia
Center, Suite 210, Vancouver, Washington. The intent of the
Department’s certification is to include all workers of the subject
firm who were adversely affected by a shift in imagining, printing
& solutions; product & software development services to a foreign
country.
Based on these findings, the Department is amending this
certification to include workers leased from MarketSource, Inc.,
Retail Claims Support Center, working on-site at the Vancouver,
Washington location of HP, Inc., Imaging, Printing & Solutions
Business Group, 1115 SE 164th Avenue, Columbia Center, Suite
210Vancouver, Washington.
The amended notice is applicable to TA-W-92,293K is hereby
issued as follows:


“All workers of HP, Inc., Imaging, Printing & Solutions
Business Group, 1115 SE 164th Avenue, Columbia Center,
Suite 210, including on-site leased workers from
MarketSource, Inc., Retail Claims Support Center,
Vancouver, Washington, who became totally or partially
separated from employment on or after October 4, 2015
through December 15, 2018, and all workers in the group

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974, as
amended (“Act”), 19 U.S.C. § 2273, the Department of Labor
herein presents the results of an investigation regarding
certification of eligibility to apply for worker adjustment
assistance.
The group eligibility requirements for workers of a firm
under Section 222(a) of the Act, 19 U.S.C. § 2272(a), are
satisfied if the following criteria are met:
(1) a significant number or proportion of the
workers in such workers' firm have become totally or
partially separated, or are threatened to become
totally or partially separated;
(2)(B)(i)(I) there has been a shift by the workers’
firm to a foreign country in the production of
articles or supply of services like or directly
competitive with those produced/supplied by the
workers’ firm; OR
(II) there has been an acquisition from a
foreign country by the workers’ firm of
articles/services that are like or directly
competitive with those produced/supplied by
the workers’ firm; AND
(ii) the shift/acquisition must have contributed
importantly to the workers’ separation or
threat of separation.

The investigation was initiated in response to a petition
filed on October 5, 2016 on behalf of workers of HP, Inc.,
Imaging, Printing & Solutions Business Group, 1501 Page Mill
Road, Palo Alto, California (TA-W-92,293). The Palo Alto,
California worker group includes on-site leased workers from
on-site leased workers from Insight Global, Inc., MEI LLC, Accel
North America, Accel Transmatic Ltd., ACT, Accion Labs, Inc.,
Adea Solutions, Adecco, Aesbus Company, Agreeya Solutions LLC,
Albin Engineering Services, Anderson Construction, Aniden
Interactive, Aquent, Artech Information Systems LLC, Aspirant
Technologies, Inc., Beyondsoft Technologies, Inc., Black Box
Networks Services, Bucher and Christian Consulting, CDI

Workers of HP, Inc., Imaging, Printing & Solutions
Business Group are engaged in activities related to the supply
of imaging, printing, solutions, production, and software
development services. The HP, Inc., Imaging, Printing &
Solutions Business Group includes all subunits (teams, groups,
divisions, etc.) within this Group.
During the course of the investigation, the Department
obtained information that the HP, Inc., Imaging, Printing &
Solutions Business Group includes facilities in Palo Alto,
California (TA-W-92,293); San Diego, California (TA-W-
92,293A); Fort Collins, Colorado (TA-W-92,293B); Alpharetta,
Georgia (TA-W-92,293C); Boise, Idaho (TA-W-92,293D); Rio
Rancho, New Mexico (TA-W-92,293E); New York, New York (TA-W-
92,293F); Corvallis, Oregon (TA-W-92,293G); Plano, Texas (TA-
W-92,293H); Houston, Texas (TA-W-92,293I); Austin, Texas (TA-
W-92,293J); Vancouver, Washington (TA-W-92,293K); San Jose,
California (TA-W-92,293L); and Aguadilla, Puerto Rico (TA-W-
92,293M). Workers of HP, Inc., Imaging, Printing & Solutions
Business Group at the afore-identified locations are hereafter
collectively referred to as “HPI-Imaging, Printing & Solutions
Business Group”.
The subject worker groups (HPI-Imaging, Printing &
Solutions Business Group) include workers whose unemployment
insurance (UI) wages are reported under a different FEIN and
remote workers (teleworkers, home-based workers, etc.) who
report to the Imaging, Printing & Solutions Business Group
(including subunits within the Imaging, Printing & Solutions
Business Group).
The subject worker groups do not include workers of HP,
Inc. who are not part of the Imaging, Printing & Solutions
Business Group.
Except for the worker group at the Palo Alto, California
location (TA-W-92,293), the subject worker groups at the
afore-identified locations (TA-W-92,293A-M) do not include on-
site leased workers.
During the course of the investigation, the Department
obtained information from the petition, HP, Inc., and public
sources.
Section 222(a)(1) has been met because a significant
number or proportion of the workers in HPI-Imaging, Printing &
Solutions Business Group have become totally or partially
separated, or are threatened to become totally or partially
separated.
Section 222(a)(2)(B) has been met because the workers’
firm has shifted to a foreign country the supply of services
like or directly competitive with the imaging, printing,
solutions, production, and software development services
supplied by the subject workers, which contributed importantly
to worker group separations at HPI-Imaging, Printing &
Solutions Business Group.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of HP, Inc., Imaging,
Printing & Solutions Business Group, who are engaged in
activities related to the supply of imaging, printing,
solutions, production, and software development services, meet
the worker group certification criteria under Section 222(a) of
the Act, 19 U.S.C. § 2272(a). In accordance with Section 223 of
the Act, 19 U.S.C. § 2273, I make the following certification:
“All workers of HP, Inc., Imaging, Printing & Solutions
Business Group, including workers whose unemployment
insurance (UI) wages are reported under a different FEIN
and including on-site leased workers from Insight Global,
Inc., MEI LLC, Accel North America, Accel Transmatic Ltd.,

In accordance with Section 223 of the Trade Act of 1974, as
amended ("Act"), 19 U.S.C. § 2273, the Department of Labor
herein presents the results of an investigation regarding
certification of eligibility to apply for worker adjustment
assistance.
The group eligibility requirements for workers of a firm
under Section 222(a) of the Act, 19 U.S.C. § 2272(a), are
satisfied if the following criteria are met:
(1) a significant number or proportion of the
workers in such workers' firm have become totally or
partially separated, or are threatened to become
totally or partially separated;
(2)(B)(i)(I) there has been a shift by the workers'
firm to a foreign country in the production of
articles or supply of services like or directly
competitive with those produced/supplied by the
workers' firm; OR
(II) there has been an acquisition from a
foreign country by the workers' firm of
articles/services that are like or directly
competitive with those produced/supplied by
the workers' firm; AND
(ii) the shift/acquisition must have contributed
importantly to the workers' separation or
threat of separation.

The investigation was initiated in response to a petition
filed on October 5, 2016 on behalf of workers of Hewlett

During the course of the investigation, the Department
obtained information that the Hewlett Packard, Inc., Imaging,
Printing & Solutions Business Group includes facilities in
Palo Alto, California (TA-W-92,293); San Diego, California
(TA-W-92,293A); Fort Collins, Colorado (TA-W-92,293B);
Alpharetta, Georgia (TA-W-92,293C); Boise, Idaho (TA-W-
92,293D); Rio Rancho, New Mexico (TA-W-92,293E); New York, New
York (TA-W-92,293F); Corvallis, Oregon (TA-W-92,293G); Plano,
Texas (TA-W-92,293H); Houston, Texas (TA-W-92,293I); Austin,
Texas (TA-W-92,293J); Vancouver, Washington (TA-W-92,293K);
San Jose, California (TA-W-92,293L); and Aguadilla, Puerto
Rico (TA-W-92,293M). Workers of Hewlett Packard, Inc.,
Imaging, Printing & Solutions Business Group at the afore-
identified locations are hereafter collectively referred to as
"HPI-Imaging, Printing & Solutions Business Group".
The subject worker groups (HPI-Imaging, Printing &
Solutions Business Group) include workers whose unemployment
insurance (UI) wages are reported under a different FEIN and
remote workers (teleworkers, home-based workers, etc.) who
report to the Imaging, Printing & Solutions Business Group
(including subunits within the Imaging, Printing & Solutions
Business Group).
The subject worker groups do not include workers of
Hewlett Packard, Inc. who are not part of the Imaging,
Printing & Solutions Business Group.
Except for the worker group at the Palo Alto, California
location (TA-W-92,293), the subject worker groups at the
afore-identified locations (TA-W-92,293A-M) do not include on-
site leased workers.
During the course of the investigation, the Department
obtained information from the petition, Hewlett Packard, Inc.,
and public sources.
Section 222(a)(1) has been met because a significant
number or proportion of the workers in HPI-Imaging, Printing &
Solutions Business Group have become totally or partially
separated, or are threatened to become totally or partially
separated.
Section 222(a)(2)(B) has been met because the workers'
firm has shifted to a foreign country the supply of services
like or directly competitive with the imaging, printing,
solutions, production, and software development services
supplied by the subject workers, which contributed importantly
to worker group separations at HPI-Imaging, Printing &
Solutions Business Group.
Conclusion
After careful review of the facts obtained in the
investigation, I determine that workers of Hewlett Packard, Inc.,
Imaging, Printing & Solutions Business Group, who are engaged in
activities related to the supply of imaging, printing,
solutions, production, and software development services, meet
the worker group certification criteria under Section 222(a) of
the Act, 19 U.S.C. § 2272(a). In accordance with Section 223 of
the Act, 19 U.S.C. § 2273, I make the following certification:
