Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated in response to a petition
received on July 29, 2002, and filed on behalf of workers at the
Klaussner Furniture Industries, Inc., Plant 1, Asheboro, North
Carolina (TA-W-41,907) engaged in fabric sewing and upholstery;
Klaussner Furniture Industries, Inc., Plant 3, Asheboro, North
Carolina (TA-W-41,907A) engaged in fabric cutting and border
sewing; Klaussner Furniture Industries, Inc., Plant 5, Asheboro,
North Carolina (TA-W-41,907B) engaged in fabric cutting and
upholstery; Klaussner Furniture Industries, Inc., Plant 7,
Asheboro, North Carolina (TA-W-41,907C) engaged in fabric and
leather sewing and upholstery; Klaussner Furniture Industries,
Inc., Plant 8, Asheboro, North Carolina (TA-W-41907D) engaged in
fabric cutting and border sewing; Klaussner Furniture Industries,
Inc., Plant 9/98, Asheboro, North Carolina (TA-W-41,907E) engaged
in fabric sewing and motion upholstery/framing and machining room;
Klaussner Furniture Industries, Inc., Plant 15, Asheboro, North
Carolina (TA-W-41,907F) engaged in the distribution of all finished
goods and repair department for customer returns; Klaussner
Industries, Inc., Plant 20, Asheboro, North Carolina (TA-W-41,907G)
engaged in leather cutting; Klaussner Furniture Industries, Inc.,
Plant 75, Asheboro, North Carolina (TA-W-41,907H) engaged in
occasional furniture (mostly chairs and entertainment centers)
assembly and distribution; Klaussner Furniture Industries., Inc.,
Plant 91/95, Asheboro, North Carolina (TA-W-41,907I) engaged in
framing; Klaussner Furniture Industries, Inc., Plant 99, Asheboro,
North Carolina (TA-W-41,907J) engaged in employment related
upholstery furniture; Klaussner Furniture Industries, Inc., Plant
27, Star, North Carolina (TA-W-41,907K) engaged in framing;
Klaussner Furniture Industries, Inc., Plant 88/89, Candor, North
Carolina (TA-W-41,907L) engaged in cutting, sewing, and upholstery,
and Klaussner Furniture Industries, Inc., Plant 83/17, Robbins,
North Carolina (TA-W-41,907M) engaged in fabric sewing/preparing
wood trims.
The investigation revealed that corporate sales and production
at the subject facilities declined absolutely from 2000 to 2001,
and again in the period of January through June 2002, when compared
to the same period in 2001. Employment declined at each location
during the relevant period.
Furthermore, the investigation revealed that there were
substantial and increasing United States aggregate imports for
consumption, of upholstered furniture, during the period under
investigation.
A petition for eligibility for NAFTA-Transitional adjustment
assistance has been filed on behalf of the workers at the subject
facilities (NAFTA-6380etc).
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increases of imports of articles
like or directly competitive with those produced at Klaussner
Furniture Industries, Inc., Plant 1, Asheboro, North Carolina (TA-
W-41,907); Klaussner Furniture Industries, Inc., Plant 3, Asheboro,
North Carolina (TA-W-41,907A); Klaussner Furniture Industries,
Inc., Plant 5, Asheboro, North Carolina (TA-W-41,907B); Klaussner
Furniture Industries, Inc., Plant 7, Asheboro, North Carolina (TA-
W-41,907C); Klaussner Furniture Industries, Inc., Plant 8,
Asheboro, North Carolina (TA-W-41907D); Klaussner Furniture
Industries, Inc., Plant 9/98, Asheboro, North Carolina (TA-W-
41,907E); Klaussner Furniture Industries, Inc., Plant 15, Asheboro,
North Carolina (TA-W-41,907F); Klaussner Industries, Inc., Plant
20, Asheboro, North Carolina (TA-W-41,907G); Klaussner Furniture
Industries, Inc., Plant 75, Asheboro, North Carolina (TA-W-
41,907H); Klaussner Furniture Industries., Inc., Plant 91/95,

Klaussner Furniture Industries, Inc., Plant 83/17, Robbins, North
Carolina (TA-W-41,907M), contributed importantly to the decline in
sales or production and to the total or partial separation of
workers of that firm. In accordance with the provisions of the
Act, I make the following certification:
