Supporting Evidence
Americal Corporation, Carrollton, Georgia is the subject firm in
this investigation. Workers at the subject facility produce
women's white socks and pantyhose.
From 2000 to 2001, sales at the subject firm decreased by nearly 22
percent and production by more than 15 percent. Additionally, in
the period from January through May of 2002, production decreased
by approximately 18 percent when compared to the same period in
2001.
Approximately 264 workers were separated from the subject firm
during the period under investigation.
The investigation revealed that the subject firm did not shift
production to Canada or Mexico during the relevant time period.
However, the subject firm did increase company imports of women's
socks and pantyhose from countries other than Canada or Mexico
during the period under investigation. In the period from January
through May of 2002, these imports increased by over 29 percent
when compared to the same period in 2001.
The Department of Labor did not conduct a survey of the subject
firm's major declining customers since worker separations were
directly attributable to increases in company imports from
countries other than Mexico or Canada.

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated in response to a petition
received on July 29, 2002, and filed by the company on behalf of
workers at Americal Corporation, Carrollton, Georgia. The workers
produce women's white socks and pantyhose.
The investigation revealed that production, sales and
employment at the subject firm declined during the relevant period.
Furthermore, the investigation revealed that company imports
of women's white socks and pantyhose increased during the relevant
period.
A petition for eligibility to apply for NAFTA-Transitional
Adjustment Assistance has been filed by the company on behalf of
workers at the subject firm (NAFTA-6297).
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increases of imports of articles
like or directly competitive with women's white socks and pantyhose
produced by Americal Corporation, Carrollton, Georgia, contributed
importantly to the decline in sales or production and to the total
or partial separation of workers of that firm. In accordance with
the provisions of the Act, I make the following certification:
"All workers of Americal Corporation, Carrollton, Georgia
engaged in employment related to the production of women's
white socks and pantyhose, who became totally or partially
separated from employment on or after July 8, 2001, through
two years from the date of certification are eligible to apply
for adjustment assistance under Section 223 of the Trade Act
of 1974."
