Supporting Evidence

N F & M International produces wrought titanium bar in Monaca,
Pennsylvania. Corporate sales and administrative offices are in
Jericho, New York.

Titanium ingot is purchased – the firm takes full ownership. The
titanium is heat forged (there are two stages to this process) by
outside contractors. The Monaca plant itself conditions, grinds,
polishes, paints, finishes, cuts, tests, heat treats, etc. The
titanium is used mainly in the aerospace industry.

Data from the US Geological Survey indicate that titanium sponge,
the most basic form of titanium metal, is valued at over $4.00
per pound.

Sales, production and employment at the plant increased in 2001
compared with 2000 but all declined in the first half of 2002.

The Department of Labor surveyed six major customers of the
subject firm regarding their purchases of titanium bar and billet
for the years 2000-2001 and January to June 2001-2002. Four
responded.

Turbine Engine Components Technologies Corporation (TECT)
reported that it reduced purchases from the subject firm in both
2000-2001 and in the first half of 2002 while increasing
purchases of imports, both direct and indirect.

Other respondents reported no imports.

Certification Regarding Eligibility
To Apply for Trade Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of eligi-
bility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated on July 29, 2002, in
response to a petition filed jointly by a company official and
the United Steelworkers of America, Local 1211, on behalf of
workers at N F & M International, Monaca, Pennsylvania. The
workers produce wrought titanium.
The investigation revealed that sales, production and
employment at the subject plant decreased during the period under
investigation.
The Department of Labor surveyed major customers of the
subject firm regarding their purchases of titanium bar and billet
in the 2000-2001 and January to June, 2001-2002 periods.
Respondents indicated that they reduced purchases from the
subject firm and increased imports in one or more sets of time
periods.
Conclusion
After careful review of the facts obtained in the investi-
gation, I conclude that increases in imports of articles like or
directly competitive with those produced by N F & M
International, Monaca, Pennsylvania, contributed importantly to
the decline in sales or production and to the total or partial
separation of workers of that firm. In accordance with the
provisions of the Trade Act, I make the following certification:
"All workers at N F & M International, Monaca, Pennsylvania,
who became totally or partially separated from employment on
or after July 18, 2001, through two years from the date of
certification, are eligible to apply for adjustment
assistance under Section 223 of the Trade Act of 1974."
