Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Notice of
Certification Regarding Eligibility to Apply for Worker
Adjustment Assistance on September 10, 2002, applicable to
workers of Harvard Industries, Inc., Albion Division, Albion,
Michigan. The notice was published in the Federal Register on
September 27, 2002 (67 FR 61161).
At the request of the State agency, the Department reviewed
the certification for workers of the subject firm. The company
reports that worker separations occurred at the Corporate

Lebanon, New Jersey location provide support services (legal,
payroll, human resources, tax, etc.) supporting the production of
auto parts, castings and stampings at the Albion Division,
Albion, Michigan facility of the subject firm.
Based on these findings, the Department is amending the
certification to include workers of Harvard Industries, Inc.,
Corporate Headquarters, Lebanon, New Jersey.
The intent of the Department=s certification is to include
all workers of Harvard Industries, Albion Division, who were
adversely affected by increased customer imports.
The amended notice applicable to TA-W-41,871 is hereby
issued as follows:
"All workers of Harvard Industries, Inc., Albion Division,
Albion, Michigan (TA-W-41,871), and Harvard Industries,
Inc., Corporate Headquarters, Lebanon, New Jersey (TA-W-
41,871A), who became totally or partially separated from
employment on or after June 27, 2001, through September 10,
2004, are eligible to apply for adjustment assistance under
Section 223 of the Trade Act of 1974.@
Signed at Washington, D.C. this 17th day of January 2003.

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19 USC 2273) as amended by the
Omnibus Trade and Competitiveness Act of 1988 (P. L. 100-418), the Department of Labor herein
presents the results of an investigation regarding certification of eligibility to apply for worker
adjustment assistance.
In order to make an affirmative determination and issue a certification of eligibility to apply
for adjustment assistance each of the group eligibility requirements of Section 222 of the Act must be
met. It is determined in this case that all of the requirements have been met.
The investigation was initiated in response to a petition received on July 22, 2002, and filed
by workers at Harvard Industries, Inc., Albion Division, Albion, Michigan. The workers were
engaged in employment related to the production of ductile iron rear axle housings.
Investigative findings revealed that production, sales and employment declined absolutely at
the subject firm during the relevant period.
The Department of Labor surveyed the subject firm's major customers regarding their
purchases of ductile iron rear axle housings during the relevant period. The survey revealed that a
major customer increased their imports of ductile iron rear axle housings, while decreasing their
purchases from the subject firm during the relevant period.
A petition for NAFTA-Transitional Adjustment Assistance has been filed on behalf of the
workers at the subject firm (NAFTA-6367).
Conclusion
After careful review of the facts obtained in the investigation, I conclude that increases of imports
of articles like or directly competitive with those produced at Harvard Industries, Inc., Albion
Division, Albion, Michigan contributed importantly to the decline in sales or production and to the
total or partial separation of workers of that firm. In accordance with the provisions of the Act, I
make the following certification:
"All workers of Harvard Industries, Inc., Albion Division, Albion, Michigan, who became
totally or partially separated from employment on or after June 27, 2001, through two years
from the date of certification are eligible to apply for adjustment assistance under Section
223 of the Trade Act of 1974."
Signed at Washington, D.C., this 10th day of September 2002.
