Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated in response to a petition
received on June 17, 2002, and filed by the company on behalf of
workers at Burlington House, Burlington House Division Offices,
Greensboro, North Carolina (TA-W-41,670), Graham Plant, Graham,
North Carolina (TA-W-41,670A), Pioneer Plant, Burlington, North
Carolina (TA-W-41,670B), Williamsburg Plant, Matkins, North
Carolina (TA-W-41,670C), Sheffield Plant, Rocky Mount, North
Carolina (TA-W-41,670D), Burlington House Division Manufacturing
Office, Burlington, North Carolina (TA-W-41,670E), Burlington
Consumer Products Division, Reidsville, North Carolina (TA-W-
41,670F), Reidsville Drapery, Reidsville, North Carolina (TA-W-
41,670G), and Stokesdale Plant, Stokesdale, North Carolina (TA-W-
41,670H). The workers are engaged in employment related to the
production of upholstery fabrics, bedding, and window fashions.
The Graham Plant (TA-W-41,670A) manufactures yarn and ships
the yarn to Pioneer Plant (TA-W-41,670B). The Pioneer Plant dyes
the yarn, warps the yarn, then it's shipped to the Williamsburg
Plant (TA-W-41,670C) and the Reidsville Drapery Plant (TA-W-
41,670G). Both the Williamsburg Plant and Reidsville Drapery Plant
weave and grade the fabric and then it's sent to the Sheffield
Plant (TA-W-41,670D). The Sheffield Plant dyes the fabric and
applies any required finishes. The comforters, bedspreads and
draperies produced for the Burlington Consumer Products Division,
in Reidsville, North Carolina, (TA-W-41,670F), are manufactured at
both the Reidsville Drapery Plant (TA-W-41,670G) and the Stokesdale
Plant (TA-W-41,670H). The Stokesdale Plant is also distribution
center.
Workers at the Stokesdale Plant were previously certified for
trade adjustment assistance, petition number (TA-W-38,051), which
expires October 12, 2002.


The investigation revealed that production, sales, and
employment at the subject firm decreased in 2001 as compared with
2000.
The investigation also revealed that company imports from
Mexico and Canada of upholstery fabrics, bedding and window
fashions increased during the relevant time period.
A petition for NAFTA-Transitional Adjustment Assistance has
been filed by the company on behalf of the workers at the subject
firm (NAFTA-6236).
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increased imports of articles that
are like or directly competitive with upholstery fabrics, bedding
and window fashions produced by Burlington House, Burlington House
Division Offices, Greensboro, North Carolina (TA-W-41,670), Graham
Plant, Graham, North Carolina (TA-W-41,670A), Pioneer Plant,
Burlington, North Carolina (TA-W-41,670B), Williamsburg Plant,
Matkins, North Carolina (TA-W-41,670C), Sheffield Plant, Rocky
Mount, North Carolina (TA-W-41,670D), Burlington House Division
Manufacturing Office, Burlington, North Carolina (TA-W-41,670E),
Burlington Consumer Products Division, Reidsville, North Carolina
(TA-W-41,670F), Reidsville Drapery, Reidsville, North Carolina (TA-
W-41,670G), and Stokesdale Plant, Stokesdale, North Carolina (TA-W-
41,670H) contributed importantly to the decline in sales or
production and to the total or partial separation of workers of
that firm. In accordance with the provisions of the Trade Act, I
make the following certification:












"All workers of Burlington House, Burlington House Division
Offices, Greensboro, North Carolina (TA-W-41,670), Graham
Plant, Graham, North Carolina (TA-W-41,670A), Pioneer Plant,
Burlington, North Carolina (TA-W-41,670B), Williamsburg Plant,
Matkins, North Carolina (TA-W-41,670C), Sheffield Plant, Rocky
Mount, North Carolina (TA-W-41,670D), Burlington House
Division Manufacturing Office, Burlington, North Carolina (TA-
W-41,670E), Burlington Consumer Products Division, Reidsville,
North Carolina (TA-W-41,670F), Reidsville Drapery, Reidsville,
North Carolina (TA-W-41,670G) who became totally of partially
separated from employment on or after May 22, 2001; and all
workers of Burlington Industries, Burlington House Division
Offices, Stokesdale Plant, Stokesdale, North Carolina (TA-W-
41,670G), who become totally or partially separated at October
13, 2002, through two years from the date of certification,
are eligible to apply for adjustment assistance under Section
223 of the Trade Act of 1974."
