Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Certification of
Eligibility to Apply for Worker Adjustment Assistance on October
4, 2002, applicable to workers of Sonoco Products Company, Santa
Maria Plant, Santa Maria, California. The notice was published
in the Federal Register on November 5, 2002 (67 FR 67418).
At the request of a company official, the Department
reviewed the certification for workers of the subject firm. The
workers produce plastic T-shirts bags. The company official
reports that production has declined and worker separations have
occurred at the company's plant in Mt. Olive, North Carolina.
It is the Department's intent to include all workers of the
firm affected by increased imports. Therefore, the Department is
amending the certification to include workers at Sonoco Products
Company in Mt. Olive, North Carolina.
The amended notice applicable to TA-W-41,598 is hereby
issued as follows:
"All workers of Sonoco Proucts Company, Santa Maria Plant,
Santa Maria, California (TA-W-41,598) and Mt. Olive, North
Carolina (TA-W-41,598A), engaged in employment related to
the production of plastic T-shirt bags, who became totally
or partially separated from employment on or after May 15,
2001, through October 4, 2004, are eligible to apply for
adjustment assistance under Section 223 of the Trade Act of
1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated in response to a petition
received on May 28, 2002, and filed by the company on behalf of
workers at Sonoco Products Company, Santa Maria Plant, Santa Maria,
California. The workers produced plastic T-shirt bags.
The investigation revealed that production and employment at
the subject firm declined during the period under investigation.
The investigation further revealed that company imports of
plastic T-shirt bags increased during the relevant period.
Furthermore, the Department of Labor surveyed the subject
firm's major customers regarding their purchases of plastic T-shirt
bags. This survey revealed increases in imports of plastic T-shirt
bags during the period under investigation.
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increases of imports of articles
like or directly competitive with plastic T-shirt bags produced by
Sonoco Products Company, Santa Maria Plant, Santa Maria, California
contributed importantly to the decline in sales or production and
to the total or partial separation of workers of that firm. In
accordance with the provisions of the Act, I make the following
certification:
"All workers of Sonoco Products Company, Santa Maria Plant,
Santa Maria, California engaged in employment related to the
production of plastic T-shirt bags, who became totally or
partially separated from employment on or after May 15, 2001,
through two years from the date of certification are eligible
to apply for adjustment assistance under Section 223 of the
Trade Act of 1974."
