Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Certification
Regarding Eligibility to Apply for Worker Adjustment Assistance
on June 11, 2002, applicable to workers of Biljo, Inc., located
in Dublin, Georgia. The notice was published in the Federal
Register on June 24, 2002 (67 FR 42583).
At the request of the State agency, the Department reviewed
the certification for workers of the subject firm. The workers
produce men's and boy's slacks and pants. Information provided
by the State shows that Biljo, Inc. was taken over by Kalikow
Brothers LP and some of workers at that plant were separated
under the Kalikow name.
It is the Department's intent to include all workers of
Biljo, Inc. adversely affected by increased imports
Based on the new information provided by the State, the
Department is amending the certification to expand coverage to
workers of Kalikow Brothers LP.
The amended notice applicable to TA-W-41,449 is hereby
issued as follows:
"All workers of Biljo, Inc., Dublin, Georgia, who became
totally or partially separated from employment on or after
June 2, 2002, through June 11, 2004, are eligible to apply
for adjustment assistance under Section 223 of the Trade Act
of 1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of eligi-
bility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance,
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated on April 29, 2002 in
response to a petition filed by a company official on behalf of
workers at Biljo, Inc., Dublin, Georgia. The workers produce and
men's and boys' slacks and pants.
A petition for the NAFTA Transitional Adjustment Assistance
has been filed on behalf of workers at the subject plant (NAFTA -
06099).
This investigation revealed that production and employment
at the subject firm decreased in 2001 as compared with 2000 and
in the period of January-March 2002 as compared with the same
period in 2001.
The investigation also revealed that the company is
importing the men's and boys' slacks and pants and will import a
substantial portion of its garments production from off shore
sources.
Workers at the subject plant were previously certified
eligible to apply for trade adjustment assistance, TA-W-37,729,
which expired June 1, 2002.
Conclusion
After careful review of the facts obtained in the investi-
gation, I conclude that increases of imports of articles like
or directly competitive with men's and boys' slacks and pants
produced at Biljo, Inc., Dublin, Georgia, contributed importantly
to the decline in sales or production and to the total or partial
separation of workers of that firm. In accordance with the
provisions of the Act, I make the following certification:
"All workers of Biljo, Inc., Dublin, Georgia, who became
totally or partially separated from employment on or after
June 2, 2002, through two years from the date of certifi-
cation are eligible to apply for adjustment assistance under
