Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated on April 22, 2002, and filed
by the company on behalf of the workers at Pendelton Woolen Mills,
Inc., Corporate Headquarters, Portland, Oregon (TA-W-41,382);
Pendelton Woolen Mills, Inc., Columbia Wool Scouring, Portland,
Oregon (TA-W-41,382A); Pendelton Woolen Mills, Inc., Dorr Woolen
Company, Guild, New Hampshire (TA-W-41,382B); Pendelton Woolen
Mills, Inc., Washougal Mill, Washougal, Washington (TA-W-41,382C);
Pendelton Woolen Mills, Inc., Pendleton Mill, Pendleton, Oregon
(TA-W-41,382D); Pendelton Woolen Mills, Inc., Bellevue Plant,
Bellevue, Nebraska (TA-W-41,382E); Pendelton Woolen Mills, Inc.,
Nebraska City Plant, Nebraska City, Nebraska (TA-W-41,382F); and
Pendelton Woolen Mills, Inc., Menswear Distribution Center,
Milwaukie, Oregon (TA-W-41,382G). The workers at the subject firm
produce wool fabric, upholstery fabric, blankets, and apparel in a
vertically integrated production process. The workers are not
separately identifiable by product line.
Wool is procured and inspected by workers at Pendelton Woolen
Mills, Inc., Columbia Wool Scouring, Portland, Oregon (TA-W-
41,382A) and Pendelton Woolen Mills, Inc., Corporate Headquarters,
Portland, Oregon (TA-W-41,382), then shipped to Pendelton Woolen
Mills, Inc., Dorr Woolen Company, Guild, New Hampshire (TA-W-
41,382B); Pendelton Woolen Mills, Inc., Washougal Mill, Washougal,
Washington (TA-W-41,382C); or Pendelton Woolen Mills, Inc.,
Pendleton Mill, Pendleton, Oregon (TA-W-41,382D), where it is spun
into fabric. Some of this fabric is then made into upholstery
fabric or blankets. The remainder of this fabric is sent to
Pendelton Woolen Mills, Inc., Bellevue Plant, Bellevue, Nebraska
(TA-W-41,382E) or Pendelton Woolen Mills, Inc., Nebraska City
Plant, Nebraska City, Nebraska (TA-W-41,382F), where it is made
into men's and women's apparel. All types of apparel are produced
at these plants. Men's apparel is then shipped to Pendelton Woolen
Mills, Inc., Menswear Distribution Center, Milwaukie, Oregon (TA-W-
41,382G) where it is distributed to various retail divisions and
customers. Pendelton Woolen Mills, Inc., Corporate Headquarters,
Portland, Oregon (TA-W-41,382) also houses most of the managerial,
marketing, support, women's garment distribution, and field staff.
The investigation revealed that sales, production, and
employment at the company declined absolutely during the relevant
period.
The investigation revealed that the subject firm increased
their imports of wool apparel during the relevant period.
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increases of imports of articles
like or directly competitive with wool apparel produced at
Pendelton Woolen Mills, Inc., Corporate Headquarters, Portland,
Oregon (TA-W-41,382); Pendelton Woolen Mills, Inc., Columbia Wool
Scouring, Portland, Oregon (TA-W-41,382A); Pendelton Woolen Mills,
Inc., Dorr Woolen Company, Guild, New Hampshire (TA-W-41,382B);
Pendelton Woolen Mills, Inc., Washougal Mill, Washougal, Washington
(TA-W-41,382C); Pendelton Woolen Mills, Inc., Pendleton Mill,
Pendleton, Oregon (TA-W-41,382D); Pendelton Woolen Mills, Inc.,
Bellevue Plant, Bellevue, Nebraska (TA-W-41,382E); Pendelton Woolen
Mills, Inc., Nebraska City Plant, Nebraska City, Nebraska (TA-W-
41,382F); and Pendelton Woolen Mills, Inc., Menswear Distribution
Center, Milwaukie, Oregon (TA-W-41,382G), contributed importantly
to the decline in sales or production and to the total or partial
separation of workers at the subject firm. In accordance with the
provisions of the Act, I make the following certification:
"All workers of Pendelton Woolen Mills, Inc., Corporate
Headquarters, Portland, Oregon (TA-W-41,382); Pendelton Woolen
Mills, Inc., Columbia Wool Scouring, Portland, Oregon (TA-W-
41,382A); Pendelton Woolen Mills, Inc., Dorr Woolen Company,
Guild, New Hampshire (TA-W-41,382B); Pendelton Woolen Mills,
Inc., Washougal Mill, Washougal, Washington (TA-W-41,382C);
Pendelton Woolen Mills, Inc., Pendleton Mill, Pendleton,
Oregon (TA-W-41,382D); Pendelton Woolen Mills, Inc., Bellevue
Plant, Bellevue, Nebraska (TA-W-41,382E); Pendelton Woolen
Mills, Inc., Nebraska City Plant, Nebraska City, Nebraska (TA-
W-41,382F); and Pendelton Woolen Mills, Inc., Menswear
Distribution Center, Milwaukie, Oregon (TA-W-41,382G), and
apparel who became totally or partially separated from
employment on or after April 9, 2001, through two years from
the date of certification are eligible to apply for adjustment
assistance under Section 223 of the Trade Act of 1974."
