Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of eligi-
bility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated in response to a petition
received on April 8, 2002 and filed by a company official on
behalf of workers at Texaco Exploration and Production, Inc.,
headquartered in Houston, Texas and operating at various
locations in the following states: Alabama, California,
Colorado, Louisiana, New Mexico, Oklahoma, Texas and Wyoming. The
workers are engaged in employment related to exploration and
production of crude oil and natural gas.
The investigation revealed that corporate-wide sales and
production, and employment at the subject firm locations declined
in the relevant period.
The investigation further revealed that company increased
its imports of crude oil during 2001 as compared to 2000.
Workers at these Texaco Exploration and Production locations
were previously certified eligible to apply for Trade Adjustment
Assistance, petition number TA-W-35,792, which expired June 7,
2001.
Conclusion
After careful review of the facts obtained in the investi-
gation, I conclude that increases of imports of articles like or
directly competitive with crude oil produced at Texaco
Exploration and Production, Inc., operating at various locations
in the following states: Alabama, California, Colorado,
Louisiana, New Mexico, Oklahoma, Texas and Wyoming, contributed
importantly to the decline in sales or production and to the
total or partial separation of workers of that firm. In
accordance with the provisions of the Act, I make the following
certification:



"All workers of Texaco Exploration and Production, Inc.,
(TEPI) operating at various locations in the following
states: Alabama (TA-W-41,243), California (TA-W-41,243A),,
Colorado (TA-W-41,243B), Louisiana (TA-W-41,243C), New
Mexico (TA-W-41,243D), Oklahoma (TA-W-41,243E), Texas (TA-W-
41,243F), and Wyoming (TA-W-41,243G), who became totally or
partially separated from employment on or after June 8,
2001, through two years from the date of certification are
eligible to apply for adjustment assistance under Section
223 of the Trade Act of 1974."
