Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Notice of
Certification Regarding Eligibility to Apply for Worker
Adjustment Assistance on April 30, 2002, applicable to workers of
International Steel Wool Corp., a Subsidiary of F.H. Bonn Co.,
Springfield, Ohio. The notice was published in the Federal
Register on May 17, 2002 (67 FR 35143).
At the request of the company, the Department reviewed the
certification for workers of the subject firm. The company
reports that worker separations occurred at the Headquarters
Office located in Mission, Texas. The workers at the Mission,
Texas location provide administrative services supporting the
production of annealed steel wool at the Springfield, Ohio
facility of the subject firm.
Based on these findings, the Department is amending the
certification to include workers of International Steel Wool
Corp., Headquarters Office, Mission, Texas.
The intent of the Department=s certification is to include
all workers of International Steel Wool Corp. A subsidiary of
F. H. Bonn Co., who were adversely affected by increased imports.
The amended notice applicable to TA-W-41,155 is hereby
issued as follows:
"All workers of International Steel Wool Corp., Springfield,
Ohio (TA-W-41,155), and International Steel Wool Corp.,
Headquarters Office, Mission, Texas (TA-W-41,155A), who
became totally or partially separated from employment on or
after March 25, 2001, through April 30, 2004, are eligible
to apply for adjustment assistance under Section 223 of the
Trade Act of 1974.@
Signed at Washington, D.C. this 12th day of August, 2002.

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated in response to a petition
received on March 25, 2002, and filed by a company official on
behalf of workers at International Steel Wool Corp., a subsidiary
of F.H. Bonn Company, Springfield, Ohio. Workers of the subject
firm produced annealed steel wool.
The investigation revealed declines in production and
employment at the subject firm during the relevant period. In
March of 2001, the annealing equipment was transferred from the
subject firm to an affiliated plant in Mexico.
The investigation further revealed that company imports of
annealed steel wool increased absolutely after the annealing
equipment was transferred to Mexico. At that time, annealed steel
wool began to be shipped from the Mexican facility to the subject
firm to be bagged and shipped to customers. The subject facility
will close for good in May of 2002.
Workers of the subject firm were previously certified under
petition number TA-W-35,770, which expired March 24, 1999.
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increases of imports of articles
like or directly competitive with annealed steel wool produced by
International Steel Wool Corp., a subsidiary of F.H. Bonn Company,
Springfield, Ohio, contributed importantly to the decline in sales
or production and to the total or partial separation of workers of
that firm.
In accordance with the provisions of the Act, I make the
following certification:
"All workers of International Steel Wool Corp., a subsidiary
of F.H. Bonn Company, Springfield, Ohio, engaged in employment
related to the production of annealed steel wool who became
totally or partially separated from employment on or after
March 25, 2001, through two years from the date of
certification are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974."
Signed at Washington, D.C., this 30th day of April, 2002.
