Notice of Determinations Regarding Eligibility
To Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met.
The investigation was initiated in response to a petition
received on March 25, 2002 and filed on behalf of workers and
former workers at Haworth, Inc., Holland, Michigan (TA-W-41,152);
Haworth, Inc., Douglas, Michigan (TA-W-41,152A); and, Haworth,
Inc., Allegan, Michigan (TA-W-41,152B). The workers were engaged in
the production of office furniture including wood and veneer
products, steel files, panels and steel chairs.
It has been determined with respect to workers at Haworth,
Inc., Holland, Michigan producing steel files; Haworth, Inc.,
Douglas, Michigan; and, Haworth, Inc., Allegan, Michigan at that
criterion (3) has not been met.
The Department conducted a survey of major declining customers
of the subject firm regarding their purchases of steel files in
2000 and 2001. The survey revealed that none of the respondents
imported in the relevant period.

of the subject firm regarding their purchases of panels in 2000 and
2001. The survey revealed that none of the respondents imported in
the relevant period.
The Department conducted a survey of major declining customers
of the subject firm regarding their purchases of steel chairs in
2000 and 2001. The survey revealed that none of the respondents
imported in the relevant period.
It has been determined with respect to workers at Haworth,
Inc., Holland, Michigan producing wood furniture products that all
of the criteria have been met.
Production of wood office furniture ceased in December 2001.
Company imports of wood business office furniture increased in
2001 compared to 2000.
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increases of imports of articles
like or directly competitive with wood office furniture produced at
Haworth, Inc., Wood Plant, Holland, Michigan contributed
importantly to the decline in sales or production and to the total
or partial separation of workers of that firm. In accordance with
the provisions of the Act, I make the following certification:
"All workers of Haworth, Inc., Holland, Michigan engaged in
employment related to the production of wood office furniture
who became totally or partially separated from employment on
or after January 15, 2001, through two years from the date of
certification, are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974."
"I further determine that all workers at Haworth, Inc.,
Holland, Michigan producing steel files; Haworth, Inc.,
Douglas, Michigan; and, Haworth, Inc., Allegan, Michigan are
denied eligibility to apply for adjustment assistance under
Section 223 of the Trade Act of 1974."
