Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Certification of
Eligibility to Apply for Worker Adjustment Assistance on July 15,
2002, applicable to workers of Halliburton Energy Services,
Tucson, Arizona. The notice was published in the Federal
Register on July 29, 2002 (67 FR 49038).
At the request of the company, the Department reviewed the
certification for workers of the subject firm. New findings show
that worker separations have occurred at Halliburton Energy
Services, Houston, Texas, Evansville, Wyoming, Rock Springs,
Wyoming, Williston, North Carolina, Denver, Colorado, Grand
Junction, Colorado, Vernal, Utah and Farmington, New Mexico.
The workers provide oil and gas drilling services and field
operations, office and management support services to
unaffiliated firms in the oil and gas industry.
The intent of the Department's certification is to include
all workers of Halliburton Energy Services adversely affected by
increased imports.
Accordingly, the Department is amending the certification
to cover workers of Halliburton Energy Services, Houston, Texas,
Evansville, Wyoming, Rock Springs, Wyoming, Williston, North
Dakota, Denver, Colorado, Grand Junction, Colorado, Vernal, Utah,
and Farmington, New Mexico.
The amended notice applicable to TA-W-41,091 is hereby
issued as follows:
"All workers of Halliburton Energy Services in Tucson,
Arizona, (TA-W-41,091), Houston, Texas (TA-W-41,091E),
Evansville, Wyoming (TA-W-41,091F), Rock Springs, Wyoming
(TA-W-41,091G), Williston, North Dakota (TA-W-41,091H),
Denver, Colorado (TA-W-41,091I), Grand Junction, Colorado
(TA-W-41,091J), Vernal, Utah (TA-W-41,091K) and Farmington,
New Mexico (TA-W-41,091L) who became totally or partially
separated from employment on or after February 21, 2001,
through July 15, 2004, are eligible to apply for adjustment
assistance under Section 223 of the Trade Act of 1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance,
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated on March 18, 2002 in response
to a petition filed by a company official on behalf of workers at
Halliburton Energy Services, Tucson, Arizona, Bakersfield,
California, Duncan, Oklahoma, Carrollton, Texas and Winnemucca,
Nevada. Halliburton Energy Services is an oilfield service
company. The company contracts with a large number of production
companies throughout the oil producing regions of the United
States. Workers at the firm perform a wide variety of oilfield
exploration and drilling service work at well sites for
unaffiliated oil and gas producers.
The investigation revealed that revenues and employment
decreased during the relevant period.
From 2000 to 2001, U.S. imports of crude oil increased
absolutely and relative to U.S. production. The ratio of U.S.
imports to domestic production of crude oil exceeded 150 percent
in 2001.
Conclusion
After careful review of the facts obtained in the investi-
gation, I conclude that increases of imports of articles like or
directly competitive with crude oil produced at Halliburton
Energy Services, Tucson, Arizona (TA-W-41,091), Bakersfield,
California (TA-W-41,091A), Duncan, Oklahoma (TA-W-41,091B),
Carrollton, Texas (TA-W-41,091C) and Winnemucca, Nevada (TA-W-
41,091D) contributed importantly to the decline in sales or
production and to the total or partial separation of workers of
that firm. In accordance with the provisions of the Act, I make
the following certification:
"All workers of Halliburton Energy Services in Tucson,
Arizona (TA-W-41,091), Bakersfield, California (TA-W-
41,091A), Duncan, Oklahoma (TA-W-41,091B), Carrollton, Texas
(TA-W-41091C) and Winnemucca, Nevada (TA-W-41091D) who
became totally or partially separated from employment on or
after February 21, 2001 through two years from the date of
certification are eligible to apply for adjustment
assistance under Section 223 of the Trade Act of 1974."
