Notice of Termination of Certification
This notice terminates the Certification Regarding
Eligibility to Apply For Worker Adjustment Assistance issued by
the Department on June 19, 2002, applicable to workers of C.G.
Bretting Manufacturing Corporation, Inc., in Ashland, Wisconsin.
The notice was published in the Federal Register on July 9, 2002
(67 FR 45544).
The Department, on its own motion, reviewed the worker
certification. Workers at the subject firm produce paper folding
machines. The review of the investigation findings show that the
survey of C.G. Bretting's major declining customers was conducted
for paper holding machines instead of paper folding machines.
Another survey was undertaken for the same customers for the same
time periods. The survey revealed that none of the customers
purchased imported paper folding machines.
Based on this new information, the Department is terminating
the certification for petition number TA-W-41,047. Further
coverage for workers under this certification would serve no
purpose, and the certification has been terminated.

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated in response to a petition
received on March 18, 2002 and filed by International Association
of Machinists and Aerospace Workers, District 165 on behalf of
workers at C.G. Bretting Manufacturing Corporation, Inc., Ashland,
Wisconsin. The workers produce towel and napkin folder machines.
The investigation revealed that sales and employment at the
subject firm declined during the relevant time period.
A Department of Labor survey of the subject firm's major
customers revealed increases in imports of towel and napkin folder
machines during the relevant period.
A petition for eligibility to apply for NAFTA-Transitional
Adjustment Assistance has been filed by International Association
of Machinists and Aerospace Workers, District 165 on behalf of
workers at the subject firm (NAFTA-5875).
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increases of imports of articles
like or directly competitive with those produced at C.G. Bretting
Manufacturing Corporation, Inc., Ashland, Wisconsin contributed
importantly to the decline in sales or production and to the total
or partial separation of workers of that firm. In accordance with
the provisions of the Act, I make the following certification:
"All workers of the C.G. Bretting Manufacturing Corporation,
Inc., Ashland, Wisconsin engaged in employment related to the
production of towel and napkin folder machines, who became
totally or partially separated from employment on or after
February 14, 2001, through two years from the date of
certification are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974."
