Notice of Termination of Certification
This notice terminates the Determination Regarding
Eligibility to Apply For Worker Adjustment Assistance issued by
the Department on May 21, 2002, applicable to workers of NewBold
Corporation, Rocky Mount, Virginia, engaged in employment related
to the production of retail imprinter machines. The notice was
published in the Federal Register on June 11, 2002 (67 FR 40003-
40005).
At the request of the State agency, the Department reviewed
the worker certification. Findings show that on January 9, 2002,
all workers of NewBold Corporation, Rocky Mount, Virginia, were
certified eligible to apply for Worker Adjustment Assistance,
TA-W-39,448. All workers separated from employment with the
subject firm on or after May 28, 2000, through January 9, 2004,
are eligible to apply for worker adjustment assistance program
benefits.
On January 9, 2002, the Department issued a certification
of eligibility applicable to all workers at NewBold Corporation,
Rocky Mount, Virginia, TA-W-39,448. Workers separated from
employment with the subject firm on or after May 28, 2000,
through January 9, 2004, are eligible to apply for worker
adjustment assistance program benefits.
Based on this new information, the Department is terminating
the certification for petition number TA-W-40,850. Further
coverage for workers under this certification would serve no
purpose, and the certification has been terminated.

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of eligi-
bility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated on February 25, 2002 in re-
sponse to a petition filed on behalf of workers at NewBold
Corporation, Rocky Mount, Virginia. Workers at the subject firm
are employed in activities related to the production of retail
imprinter machines.
The investigation revealed that sales and employment at the
subject firm declined in 2001 compared with 2000, and continued
to decline in January 2002.
The U.S. Department of Labor conducted a survey of major
customers of the subject firm regarding their purchases of retail
imprinter machines in 2000, 2001 and the first-quarter of 2002.
The survey revealed that respondents reported increasing their
imports of retail imprinter machines, while decreasing their
purchases from the subject firm during the relevant period.
Conclusion
After careful review of the facts obtained in the investiga-
tion, I conclude that increased imports of articles like or
directly competitive with retail imprinter machines produced at
NewBold Corporation, Rocky Mount, Virginia, contributed import-
antly to the decline in sales or production and to the total or
partial separation of workers of that firm.
In accordance with the provisions of the Act, I make the
following certification:
"All workers of NewBold Corporation, Rocky Mount, Virginia,
who became totally or partially separated from employment on
or after December 13, 2000, through two years from the date
of certification are eligible to apply for adjustment
assistance under Section 223 of the Trade Act of 1974."
