Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department Labor issued a Certification of
Eligibility to Apply for Worker Adjustment Assistance on June 18,
2002, applicable to workers of Carolina Glove Co, Wilkes Plant,
Conover, North Carolina. The notice was published in the Federal
Register on July 9, 2002 (67 FR 45544).
At the request of the company, the Department reviewed the
certification for workers of the subject firm. New findings show
that worker separations occurred at the Marshall Plant, Marshall,
North Carolina facility of Carolina Glove Co. The workers were
engaged in the production of work gloves until all production
ceased in June 2002.
Accordingly, the Department is amending the certification to
cover workers at Carolina Glove Co., Marshall Plant, Marshall,
North Carolina.
The intent of the Department's certification is to include
all workers of Carolina Glove Co. who were adversely affected by
increased imports.
The amended notice applicable to TA-W-40,711 is hereby
issued as follows:
"All workers of Carolina Glove Co., Wilkes Plant, Conover,
North Carolina (TA-W-40,711) and Carolina Glove Co.,
Marshall Plant, Marshall, North Carolina (TA-W-40,711A) who
became totally or partially separated from employment on or
after January 9, 2001, through June 18, 2004, are eligible
to apply for adjustment assistance under Section 223 of the
Trade Act of 1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated in response to a petition
received on February 4, 2002, and filed by the company on behalf of
workers at Carolina Glove Co., Wilkes Plant, Conover, North
Carolina. The workers are engaged in the production of work
gloves.
The investigation revealed that sales, production, and
employment declined from 2000 to 2001. The subject firm ceased
operations in January 2002.
The investigation further revealed that company imports of
work gloves increased during the relevant period.
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increases of imports of work gloves
like or directly competitively with those produced by Carolina
Glove Co., Wilkes Plant, Conover, North Carolina, contributed
importantly to the decline in sales or production and to the total
or partial separation of workers of that firm. In accordance with
the provisions of the Act, I make the following certification:
"All workers of Carolina Glove Co., Wilkes Plant, Conover,
North Carolina, engaged in employment related to the work
gloves, who became totally or partially separated from
employment on or after January 9, 2001, through two years from
the date of certification are eligible to apply for adjustment
assistance under Section 223 of the Trade Act of 1974."
