Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated on December 21, 2001, in
response to a petition filed by the company on behalf of workers
at Ispat Inland, Inc., Indiana Harbor Works, East Chicago,
Indiana. The workers are engaged in employment related to the
production of hot-rolled and cold-finished steel bar products and
coated steel products. The workers are separately identifiable
by division.
The subject firm is comprised of two facilities, the Flat
Products Division and the Bar Products Division.
The Flat Products Division produces hot-rolled and cold-
rolled sheets for use in automobiles, appliances, office
furniture, and electrical motors.
The Bar Products Division produces hot-rolled and cold-
finished steel bars for use in the automotive, off-highway,
forging, industrial machinery, and agricultural markets.
The 2A/21" Mill is maintained by the Bar Products Division.
This mill is vertically integrated with the Bar Products Division
to produce hot-rolled and cold-rolled steel bars.
Both production facilities and the 2A/21" Mill are based at
Ispat Inland, Inc., East Chicago, Indiana's plant called Indiana
Harbor Works. The two production facilities and the 2A/21" Mill
provide integrated liquid steel processes for the production of
cold-rolled flat steel products, cold-rolled and hot-rolled
finished bar steel products, and coated steel products. All
steel products produced by the two facilities and the 2A/21" Mill
at Ispat Inland, Inc., Indiana Harbor Works, East Chicago,
Indiana are continuously cast.
This investigation revealed that production and employment
at the subject plant decreased during the period under
investigation. The 2A/21" Mill has ceased production.
Further findings of the investigation show that U.S. imports
of cold-rolled carbon steel sheets increased both absolutely and
relative to U.S. shipments in January through November 2001
compared with the same time period in 2000. Also, U.S. imports of
cold-finished carbon steel bars increased both absolutely and
relative to U.S. shipments in January through November 2001
compared with the same time period in 2000.
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increases of imports of articles
like or directly competitive with the hot-rolled and cold-
finished bar steel products and cold-rolled sheet steel products
produced by Ispat Inland, Inc., Indiana Harbor Works, East
Chicago, Indiana, contributed importantly to the decline in sales
or production and to the total or partial separation of workers
of that firm. In accordance with the provisions of the Trade
Act, I make the following certification:
"All workers at Ispat Inland, Inc., Indiana Harbor Works,
East Chicago, Indiana, who became totally or partially
separated from employment on or after December 13, 2000,
through two years from the date of certification, are
eligible to apply for adjustment assistance under Section
223 of the Trade Act of 1974."
