At the request of Honeywell, Inc., the Department reviewed
the certification for workers of the subject firm.

at International Paper, Erie, Pennsylvania were contracted from

required for the production of hardwood pulp and writing, text

the subject firm.

Based on these findings, the Department is amending the

all workers at International Paper Company, Erie, Pennsylvania,
adversely affected by imports.

from employment on or after November 2, 2000, through
February 4, 2004, are eligible to apply for adjustment

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974
(19 USC 2273) as amended by the Omnibus Trade and Competitiveness
Act of 1988 (P. L. 100-418), the Department of Labor herein
presents the results of an investigation regarding certification
of eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated on November 13, 2001 in
response to a petition filed by a company official on behalf of
workers at International Paper Company, Erie, Pennsylvania.
The workers are engaged in activity related to the
production of hardwood pulp and writing, text, and cover paper.
The investigation revealed that sales and production at the
subject facilities declined during the relevant time periods and
that the subject facility will close in June 2002.
The subject company does not import hardwood pulp and
writing, text, and cover paper.
The Department of Labor conducted a survey of the subject
company's major customers regarding their purchases of hardwood
pulp and writing, text, and cover paper.
The survey revealed an increase of customers' import
purchases of hardwood pulp and writing, text, and cover paper
during the period of decline at the subject facility.
Conclusion
After careful review of the facts obtained in the investi-
gation, I conclude that increases of imports of articles like or
directly competitive with those produced at International Paper
Company, Erie, Pennsylvania, contributed importantly to the
decline in sales and production and to the total or partial
separation of workers of that firm. In accordance with the
provisions of the Act, I make the following certification:
"All workers of International Paper Company, Erie,
Pennsylvania, engaged in the production of hardwood pulp and
writing, text, and cover paper, who became totally or
partially separated from employment on or after November 2,
2000 through two years from the date of certification are
eligible to apply for adjustment assistance under Section
223 of the Trade Act of 1974."

Signed in Washington, D. C. this 4th day of February 2002.
