Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Certification of
Eligibility to Apply for Worker Adjustment Assistance on January
14, 2002, applicable to workers of Paulson Wire Rope Corp.,
Sunbury, Pennsylvania. The notice was published in the Federal
Register on January 31, 2002 (67 FR 4750).
At the request of the company, the Department reviewed the
certification for workers of the subject firm. New information
shows that worker separations occurred involving employees of the
Sunbury, Pennsylvania facility of Paulson Wire Rope Corp. located
in California, Georgia, Indiana, and Texas. These employees were
engaged in employment related to the production of wire rope at
the Sunbury, Pennsylvania location of the subject firm.
Based on these findings, the Department is amending this
certification to include employees of the Sunbury, Pennsylvania
location of Paulson Wire Rope Corp. located in California,
Georgia, Indiana and Texas.
The intent of the Department=s certification is to include
all workers of Paulson Wire Rope Corp. adversely affected by
increased imports of wire rope.
The amended notice applicable to TA-W-40,243 is hereby
issued as follows:
"All workers of Paulson Wire Rope Corp., Sunbury,
Pennsylvania, including employees of Paulson Wire Rope
Corp., Sunbury, Pennsylvania, located in California,
Georgia, Indiana, and Texas, who became totally or
partially separated from employment on or after October
4, 2000, through January 14, 2004, are eligible to
apply for adjustment assistance under Section 223 of
the Trade Act of 1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of eligi-
bility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated on October 22, 2001, in response to a petition filed by a
company official on behalf of workers at Paulson Wire Rope Corporation, Sunbury, Pennsylvania.
The workers are engaged in employment related to the production of wire rope.
The investigation revealed that production and employment at the subject plant decreased
during the relevant period.
The Department of Labor surveyed major customers of the
subject firm regarding their purchases of wire rope in 1999-2000 and January to September, 2000-
2001. Respondents indicated that they reduced purchases from the subject firm and increased
imports in one or more sets of time periods.
Conclusion
After careful review of the facts obtained in the investi-gation, I conclude that increases of
imports of articles like or directly competitive with those produced by Paulson Wire Rope
Corporation, Sunbury, Pennsylvania, contributed importantly to the decline in sales or production
and to the total or partial separation of workers of that firm. In accordance with the provisions of
the Trade Act, I make the following certification:
"All workers at Paulson Wire Rope Corporation, Sunbury, Pennsylvania, who became totally
or partially separated from employment on or after October 4, 2000, through two years from
the date of certification, are eligible to apply for adjustment
assistance under Section 223 of the Trade Act of 1974."
