Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.


The investigation was initiated on October 15, 2001 in
response to a petition filed on behalf of workers at Burlington
Industries, Hurt Plant, Hurt, Virginia (TA-W-40,205C). The
company requested that the following locations be added to the
petition for consideration: Burlington Industries, Corporate
Office, Greensboro, North Carolina (TA-W-40,205), Clarksville
Finishing Plant, Clarksville, Virginia (TA-W-40,205A), Halifax
Plant, Halifax, Virginia (TA-W-40,205B), BM Combing Plant,
Clarksville, Virginia (TA-W-40,205D), Raeford Plant, Raeford,
North Carolina, (TA-W-40,205E), Richmond Plant, Cordova, North
Carolina (TA-W-40,205F), Stonewall Plant, Stonewall, Mississippi
(TA-W-40,205G), Mt. Holly Plant, Mount Holly, North Carolina (TA-
W-40,205H), Burlington Performance Wear, New York, New York (TA-
W-40,205I). The workers are engaged in activities related to
vertically integrated production of worsted wool, polyester and
denim fabric.
The investigation revealed a significant decline in
employment at the subject firm plants during the relevant time
period and corporate-wide sales decreased absolutely. The
subject firm significantly increased its reliance on imports of
worsted wool, polyester and denim fabrics.
Conclusion
After careful review of the facts obtained in the
investigation, I conclude that increases of imports of articles
like or directly competitive with those produced by Burlington
Industries, Corporate Office, Greensboro, North Carolina (TA-W-
40,205), including the following locations: Clarksville
Finishing Plant, Clarksville, Virginia (TA-W-40,205A), Halifax
Plant, Halifax, Virginia (TA-W-40,205B), Hurt Plant, Hurt,
Virginia (TA-W-40,205C), BM Combing Plant, Clarksville, Virginia
(TA-W-40,205D), Raeford Plant, Raeford, North Carolina, (TA-W-
40,205E), Richmond Plant, Cordova, North Carolina (TA-W-40,205F),
Stonewall Plant, Stonewall, Mississippi (TA-W-40,205G), Mt. Holly
Plant, Mount Holly, North Carolina (TA-W-40,205H), Burlington
Performance Wear, Corporate Office, New York, New York (TA-W-
40,205I) contributed importantly to the decline in sales or
production and to the total or partial separation of workers of
that firm. In accordance with the provisions of the Act, I make
the following certification:






"All workers of Burlington Industries, Corporate
Office, Greensboro, North Carolina (TA-W-40,205),
including the following locations: Clarksville
Finishing Plant, Clarksville, Virginia (TA-W-40,205A),
Halifax Plant, Halifax, Virginia (TA-W-40,205B), Hurt
Plant, Hurt, Virginia (TA-W-40,205C), BM Combing Plant,
Clarksville, Virginia (TA-W-40,205D), Raeford Plant,
Raeford, North Carolina, (TA-W-40,205E), Richmond
Plant, Cordova, North Carolina (TA-W-40,205F),
Stonewall Plant, Stonewall, Mississippi (TA-W-40,205G),
Mt. Holly Plant, Mount Holly, North Carolina (TA-W-
40,205H), Burlington Performance Wear, Corporate
Office, New York, New York (TA-W-40,205I), who became
totally or partially separated from employment on or
after September 23, 2000, through two years from the
date of certification are eligible to apply for
adjustment assistance under Section 223 of the Trade
Act of 1974."
