Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Certification of
Eligibility to Apply for Worker Adjustment Assistance on November
26, 2001, applicable to workers of MICTEC, Inc., Canonsburg,
Pennsylvania. The notice was published in the Federal Register
on December 18, 2001 (66 FR 65220).
At the request of the State agency, the Department reviewed
the certification for workers of the subject firm. New
information shows that worker separations occurred involving
employees of the Canonsburg, Pennsylvania facility of MICTEC,
Inc. operating at various locations in the following states:
Illinois, Pennsylvania, Indiana, Michigan, Ohio and Georgia.
These employees provide support function services for the
production of refractory materials and related machinery at the
Canonsburg, Pennsylvania location of the subject firm.
Based on these findings, the Department is amending this
certification to include employees of the Canonsburg,
Pennsylvania location of MICTEC, Inc. operating at various
locations in the following states: Illinois, Pennsylvania,
Indiana, Michigan, Ohio and Georgia.
The intent of the Department=s certification is to include
all workers of MICTEC, Inc. who were adversely affected by
increased imports.


The amended notice applicable to TA-W-40,092 is hereby
issued as follows:
"All workers of MICTEC, Canonsburg, Pennsylvania (TA-W-
40,092), including employees of MICTEC, Canonsburg,
Pennsylvania operating at various locations in the
following states: Illinois (TA-W-40,092A),
Pennsylvania, Excluding Canonsburg, (TA-W-40,092B),
Indiana (TA-W-40,092C), Michigan (TA-W-40,092D), Ohio
(TA-W-40,092E) and Georgia (TA-W-40,092F), who became
totally or partially separated from employment on or
after September 7, 2000, through November 26, 2003, are
eligible to apply for adjustment assistance under
Section 223 of the Trade Act of 1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of eligi-
bility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance,
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated on September 24, 2001, in
response to a petition filed on behalf of workers at MICTEC,
Canonsburg, Pennsylvania. The workers were engaged in the produc-
tion of refractory materials and related machinery.
Investigative findings revealed that sales, production and
employment at MICTEC, Inc., Canonsburg, Pennsylvania, declined
from January 2000 - June 2001. Production of refractory materials
and shapes at the subject firm ceased on April 30, 2001. The
subject firm closed on September 30, 2001.
Investigations further revealed that since 1999, the subject
firm increased imports refractory materials and related machin-
ery.




Conclusion
After careful review of the facts obtained in the investi-
gation, I conclude that increases of imports of articles like
or directly competitive with refractory materials and shapes,
contributed importantly to the decline in sales or production and
to the total or partial separation of workers of that firm. In
accordance with the provisions of the Act, I make the following
certification:
"All workers of MICTEC, Canonsburg, Pennsylvania, engaged in
employment related to production of refractory materials and
related machinrey, who became totally or partially separated
from employment on or after September 7, 2000 through two
years from the date of certification are eligible to apply
for adjustment assistance under Section 223 of the Trade Act
of 1974."
