Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19 USC 2273) as amended by the Omnibus Trade and Competitiveness Act of 1988 (P. L. 100-418), the Department of Labor herein presents the results of an investigation regarding certification of eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a certification of eligibility to apply for adjustment assistance each of the group eligibility requirements of Section 222 of the Act must be met. It is determined in this case that all of the requirements have been met.
The investigation was initiated in response to a petition received on September 10, 2001 and filed on behalf of workers at Thomasville Furniture Industries, West Jefferson Plant, West Jefferson, North Carolina (TA-W-39,963); and, Thomasville Furniture Industries, Inc., Sawmills Plant, Hudson, North Carolina (TA-W-39,963A). The workers at West Jefferson produced dining room chairs, living room tables, small beds and mirrors and at Sawmills produced rotary veneer for production of veneer panels at other company plants that were used in the manufacture of wood furniture at other company plants.
The investigation revealed that Wood Operations sales of domestic products decreased in January-August 2001 compared to the same period in 2000. Company wide sales of bedroom/dining room furniture increased minimally in 2000 compared to 1999. The Sawmills and West Jefferson plants were permanently closed in July and October 2001 respectively.
U.S. imports of wooden beds of a kind used in the bedroom increased in 2000 compared to 1999 and in January-August 2001 compared to the same period in 2000.
U.S. imports of wooden furniture of a kind used in the bedroom not elsewhere specified or otherwise indicated increased in 2000 compared to 1999 and in January-August 2001 compared to the same period in 2000.
U.S. imports of wooden furniture, not elsewhere specified or otherwise indicated, increased in 2000 compared to 1999 and in January-August 2001 compared to the same period in 2000.
Imports of wood operations furniture by Thomasville Furniture Industries Inc. increased significantly in 2000 compared to 1999 and in January-August 2001 compared to the same period in 2000. The investigation further revealed that imports of bedroom/dining room furniture by Thomasville Furniture Industries Inc. increased significantly 2000 compared to 1999 and in January-March 2001 compared to the same period in 2000.
Conclusion
After careful review of the facts obtained in the investi-gation, I conclude that increases of imports of articles like or directly competitive with bedroom/dining room and other wood furniture produced at Thomasville Furniture Industries, West Jefferson Plant, West Jefferson, North Carolina; and, Thomasville Furniture Industries, Inc., Sawmills Plant, Hudson, North Carolina contributed importantly to the decline in sales or production and to the total or partial separation of workers of that firm. In accordance with the provisions of the Act, I make the following certification:
"All workers of Thomasville Furniture Industries, West Jefferson Plant, West Jefferson, North Carolina; and, Thomasville Furniture Industries, Inc., Sawmills Plant, Hudson, North Carolina who became totally or partially separated from employment on or after August 15, 2000 through two years from the date of certification are eligible to apply for adjustment assistance under Section 223 of the Trade Act of 1974."
