Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Notice of
Certification Regarding Eligibility to Apply for Worker
Adjustment Assistance on January 10, 2002, applicable to workers
of Doran Mills, LLC, Shelby, North Carolina. The notice was
published in the Federal Register on January 24, 2002 (67 FR
3507).
At the request of a company official, the Department
reviewed the certification for workers of the subject firm. The
workers were engaged in the production of novelty woven yarns and
woven fabric for the apparel, upholstery and home furnishings
industries.
New information shows that worker separations occurred at
the Doran Distribution Center of Doran Mills, LLC, Marion, North
Carolina before it closed in November, 2001. The Marion, North
Carolina location provided warehousing and distribution services
for the Shelby, North Carolina location of the subject firm that
closed in June 2001.


Accordingly, the Department is amending the certification to
covers the workers of Doran Distribution Center of Doran Mills,
LLC, Marion, North Carolina.
The intent of the Department=s certification is to include
all workers of Doran Mills, LLC who were adversely affected by
increased imports of novelty woven yarns and woven fabrics.
The amended notice applicable to TA-W-39,604 is hereby
issued as follows:
"All workers of Doran Mills, LLC, Shelby, North Carolina
(TA-W-39,604) and Doran Distribution Center, Marion, North
Carolina (TA-W-39,604B) who became totally or partially
separated from employment on or after June 20, 2000,
through January 10, 2004, are eligible to apply for
adjustment assistance under Section 223 of the Trade Act of
1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated on July 9, 2001, in response to a petition filed on behalf of
workers at Doran Mills, LLC, Shelby, North Carolina (TA-W-39,604) and on behalf of workers
at Doran Mills, LLC, New York, New York (TA-W-39,604A). The workers for both subject
firms were engaged in employment related to the production of novelty woven yarns and woven
fabric for the apparel, upholstery, and home furnishings industries.
This investigation revealed that production and employment at the two subject plants
decreased during the relevant time period. The two subject plants ceased all production in June
2001.
The Department of Labor surveyed major customers of the subject firms regarding their
purchases of woven yarns, woven fabric and textiles in the 1999-2000 and January to September,
2000-2001 time periods. Respondents indicated that they reduced purchases from the subject
firm and increased imports in one or more sets of time periods.
Conclusion
After careful review of the facts obtained in the investigation, I conclude that increases of
imports of articles like or directly competitive with those produced by Doran Mills, LLC, Shelby,
North Carolina (TA-W-39,604) and Doran Mills, LLC, New York, New York (TA-W-39,604A)
contributed importantly to the decline in sales or production and to the total or partial separation
of workers of that firm. In accordance with the provisions of the Trade Act, I make the
following certification:


"All workers at Doran Mills, LLC, Shelby, North Carolina (TA-W-39,604) and Doran
Mills, LLC, New York, New York (TA-W-39,604A), who became totally or partially
separated from employment on or after June 20, 2000, through two years from the date of
certification, are eligible to apply for adjustment assistance
under Section 223 of the Trade Act of 1974."
