Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance

In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of eligi-
bility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated in response to a petition
received on June 25, 2001 and filed by Union of Needletrades,
Industrial & Textile Employees, Mid-Atlantic Region, on behalf of
workers at Mayflower Manufacturing Company Inc., Old Forge,
Pennsylvania (TA-W-39,504); and, Triple "A" Trouser, Scranton,
Pennsylvania (TA-W-39,504A). The workers produced men's and boys'
slacks.
The investigation revealed that men's and boys' slacks
produced by Mayflower Manufacturing Company Inc. and Triple "A"
Trouser are marketed through normal retail channels. Thus, the
articles manufactured by the subject firm have been impacted
importantly by the high penetration of imports into this market.
U.S. imports of men's and boys' trousers, slacks, jeans and
pants increased absolutely in 1999, compared to 1998, and in
creased absolutely in the twelve-month period October-September
1999-2000 compared to the same period in 1998-1999. In the
twelve-month period ended September 2000, the ratio of imports to
domestic production was 181%.
Company imports increased in November-October 1999-2000
compared to the same period in 1998-1999 and in November-May 2001
compared to the same period in 2000.
Workers of Mayflower Manufacturing Company, Inc., Old Forge,
Pennsylvania, were previously certified under petition number
TA-W-35,666, which expired May 3, 2001. Workers of Triple "A"
Trouser, Scranton, Pennsylvania, were previously certified under
petition number TA-W-35,665, which expired May 4, 2001.
Conclusion
After careful review of the facts obtained in the investi-
gation, I conclude that increases of imports of articles like or
directly competitive with men's and boys' slacks produced at
Mayflower Manufacturing Company Inc., Old Forge, Pennsylvania;
and, Triple "A" Trouser, Scranton, Pennsylvania contributed
importantly to the decline in sales or production and to the
total or partial separation of workers of that firm. In accor
dance with the provisions of the Act, I make the following
certification:
"All workers of Mayflower Manufacturing Company Inc., Old
Forge, Pennsylvania who became totally or partially
separated from employment on or after May 4, 2001 through
two years from the date of certification; and all workers of
Triple "A" Trouser, Scranton, Pennsylvania who became
totally or partially separated from employment on or after
May 5, 2001, through two years from the date of
certification, are eligible to apply for adjustment
assistance under Section 223 of the Trade Act of 1974."
