Amended Certification Regarding Eligibility to
Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) the Department of Labor issued a Certification of
Eligibility to Apply for Worker Adjustment Assistance on February
13, 2002, applicable to workers of Honeywell, Incorporated,
Advanced Circuits Division, Minnetonka, Minnesota. The notice
was published in the Federal Register on February 28, 2002 (67 FR
9327).
At the request of the petitioners, the Department reviewed
the certification for workers of the subject firm. Information
provided by the company shows that leased workers of TekSystems
were employed at Honeywell, Incorporated, Advanced Circuits
Division, were engaged in employment related to the production of
multilayer printed circuit boards at the Minnetonka, Minnesota
location of the subject firm.
Based on these findings, the Department is amending the
certification to include leased workers of TekSystems employed at
Honeywell, Incorporated, Advanced Circuits Division, Minnetonka,
Minnesota.
The intent of the Department's certification is to include
all workers of Honeywell, Incorporated, Advanced Circuits
Division, who were adversely affected by increased imports.
The amended notice applicable to TA-W-39,281 is hereby
issued as follows:
"All workers of Honeywell, Incorporated, Advanced
Circuits Division, Minnetonka, Minnesota, and leased
workers of TekSystems engaged in employment related to
production of multilayer printed circuit boards working
at Honeywell, Incorporated, Advanced Circuits Division,
Minnetonka, Minnesota, who became totally or partially
separated from employment on or after May 7, 2000,
through February 13, 2004, are eligible to apply for
adjustment assistance under Section 223 of the Trade
Act of 1974."

Certification Regarding Eligibility
To Apply for Worker Adjustment Assistance
In accordance with Section 223 of the Trade Act of 1974 (19
USC 2273) as amended by the Omnibus Trade and Competitiveness Act
of 1988 (P. L. 100-418), the Department of Labor herein presents
the results of an investigation regarding certification of
eligibility to apply for worker adjustment assistance.
In order to make an affirmative determination and issue a
certification of eligibility to apply for adjustment assistance
each of the group eligibility requirements of Section 222 of the
Act must be met. It is determined in this case that all of the
requirements have been met.
The investigation was initiated in response to a petition
received on May 14, 2001 and filed by United Steelworkers of
America, District 11, Locals 9444 and 9444-02, and the company on
behalf of workers at Honeywell International, Advanced Circuits
Division, Minnetonka, Minnesota (TA-W-39,281); Honeywell
International, Advanced Circuits Division, Hopkins, Minnesota
(TA-W-39,281A); Honeywell International, Advanced Circuits
Division, Roseville, Minnesota (TA-W-39,281B); and, Honeywell
International, Advanced Circuits Division, St. Louis Park,
Minnesota (TA-W-39,281C). The investigation was expanded to
include Honeywell International, Advanced Circuits Division,
Buffalo, Minnesota (TA-W-39,281D); and, Honeywell International,
Advanced Circuits Division, Chippewa Falls, Wisconsin (TA-W-
39,281E). The workers produced multilayer printed circuit boards.
Investigative findings revealed that corporate-wide sales
declined at Honeywell, Inc., Advanced Circuits Division. Layoffs
occurred at each location of the subject firm.
The investigation revealed U.S. imports of printed circuit
boards increased absolutely in 2000 compared to 1999. In 2000,
the ratio of imports to manufacturers’ shipments was 30.28%.
The Department conducted a survey of the major declining
customers of the subject division regarding their purchases of
printed circuit boards in January-April 2000 and January-April
2001. The survey revealed that a respondent accounting for a
significant percentage of the subject division’s sales in 2000
substituted its purchases of printed circuit boards from the
subject division with purchases of printed circuit boards from
foreign countries in the relevant period.
Conclusion
After careful review of the facts obtained in the investi-
gation, I conclude that increases of imports of articles like or
directly competitive with printed circuit boards produced at
Honeywell International, Advanced Circuits Division, Minnetonka,
Minnesota; Honeywell International, Advanced Circuits Division,
Hopkins, Minnesota; Honeywell International, Advanced Circuits
Division, Roseville, Minnesota; Honeywell International, Advanced
Circuits Division, St. Louis Park, Minnesota; Honeywell
International, Advanced Circuits Division, Buffalo, Minnesota;
Honeywell International, Advanced Circuits Division, Chippewa
Falls, Wisconsin contributed importantly to the decline in sales or
production and to the total or partial separation of workers of
that firm. In accordance with the provisions of the Act, I make the
following certification:
"All workers of Honeywell International, Advanced Circuits
Division, Minnetonka, Minnesota; Honeywell International,
Advanced Circuits Division, Hopkins, Minnesota; Honeywell
International, Advanced Circuits Division, Roseville,
Minnesota; Honeywell International, Advanced Circuits
Division, St. Louis Park, Minnesota; Honeywell International,
Advanced Circuits Division, Buffalo, Minnesota; Honeywell
International, Advanced Circuits Division, Chippewa Falls,
Wisconsin who became totally or partially separated from
employment on or after May 7, 2000 through two years from the
date of certification are eligible to apply for adjustment
assistance under Section 223 of the Trade Act of 1974."
